The Opportunity:

The Role:
The Technical Advisor will serve as a subject-matter expert, providing consultative guidance to the ASCEND Secretariat on the development of a Quality Management and Accreditation System for ASCEND. The Advisor will have two primary focus areas:
- System Alignment Assessment: Assess ASCEND's current Competency-Based Assessment (CBA) framework and SOP and advise on the feasibility and pathway for aligning with ISO/IEC 17024. This includes identifying gaps, benefits, challenges, and providing recommendations on whether and how to align while retaining the strengths of the existing CBA approach.
- Quality Management Guideline Development: In close coordination with the ASCEND Secretariat, develop a draft Quality Management Guideline that the 11 ASEAN Member States can use as a reference when adopting ASCEND within their national certification systems.
Key Responsibilities:
- Review the current ASCEND certification system and its Competency-Based Assessment (CBA) framework
- Conduct a comparative analysis between the current CBA system and ISO/IEC 17024 requirements
- Identify gaps, benefits, challenges, and resource implications of aligning with ISO/IEC 17024
- Advise on quality assurance approaches, governance arrangements, and compliance mechanisms to be included in the guideline
- Draft a Quality Management Guideline document in close coordination with the ASCEND Secretariat
- Ensure recommendations align with ASEAN Guiding Principles and are contextually appropriate for the 11 ASEAN Member States
Selection Criteria
- At least 7 years of professional background in quality management, accreditation, competency assessment, or certification systems
- At least 7 years of experience in quality management, accreditation, competency assessment or certification systems
- Demonstrated experience advising on or implementing ISO/IEC 17024 or similar standards
- Experience working with regional or multi-country programmes (ASEAN experience an advantage)
- Strong understanding of international certification and accreditation standards, particularly ISO/IEC 17024
- Knowledge of Competency-Based Assessment (CBA) frameworks and principles of assessment (validity, sufficiency, authenticity, currency)
- Ability to provide strategic advisory and translate technical standards into practical recommendations
