Proposal Summary:

The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.

 

The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.

Position Summary:

The Scheduling/Risk Manager is responsible for managing project scheduling, schedule analysis, project forecasting, and risk management activities supporting OBO's worldwide construction program. The Scheduling/Risk Manager develops and evaluates project schedules, performs schedule and risk analyses, supports time impact assessments, and provides forecasting and reporting to support project decision-making and successful project delivery.

 

This position serves as OBO's subject matter expert for schedule management, quantitative risk analysis, schedule performance measurement, and schedule-related claims avoidance activities.

 

Responsibilities:

  • Develop, review, and maintain project schedules and schedule management procedures.
  • Evaluate baseline schedules, schedule updates, recovery schedules, and contractor schedule submissions.
  • Perform critical path analysis, schedule trend analysis, and schedule forecasting.
  • Conduct Time Impact Analyses (TIAs) and evaluate schedule impacts associated with changes, delays, and project modifications.
  • Develop and maintain project risk registers and risk management processes.
  • Perform qualitative and quantitative risk assessments and schedule risk analyses.
  • Identify schedule and risk-related issues and recommend mitigation strategies.
  • Support project forecasting, contingency analysis, and project performance evaluations.
  • Prepare schedule and risk reports, dashboards, metrics, and executive briefings.
  • Support claims avoidance, dispute resolution, and forensic schedule analysis efforts.
  • Coordinate with project managers, construction managers, engineers, contractors, and government personnel regarding schedule and risk matters.

Ensure schedule and risk management activities comply with OBO requirements and industry best practices.

Qualifications:

Required

  • Bachelor's degree in Engineering, Construction Management, Architecture, Project Management, or a closely related technical discipline from an accredited institution.
  • Minimum seven (7) years of experience supporting project scheduling, risk management, project controls, construction management, or related activities on active vertical construction projects.
  • Possess a minimum Final Secret Security Clearance.
  • Demonstrated experience developing and analyzing complex construction schedules.
  • Advanced proficiency with Primavera P6.
  • Experience conducting schedule analysis, forecasting, and project risk assessments.
  • Proficiency with Microsoft Office Suite.
  • Excellent verbal and written communication skills.

     

Preferred

  • PSP, PMI-SP, or similar scheduling certification.
  • Experience performing Time Impact Analyses (TIAs) and forensic schedule analyses.
  • Experience supporting federal construction programs and overseas construction projects.
  • Familiarity with quantitative risk analysis tools and methodologies.
  • Experience supporting embassies, consulates, secure government facilities, or other large-scale institutional projects.
