Proposal Summary:
The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.
The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.

Position Summary:
The Junior Project Controls Engineer provides entry-level support for project controls activities associated with OBO's global construction portfolio. Working under the supervision of senior project controls personnel, the Junior Project Controls Engineer assists with schedule development and maintenance, cost tracking, project reporting, performance monitoring, and project documentation management.
This position supports construction projects through various stages of planning, design, procurement, and construction, helping project delivery teams monitor progress, evaluate project performance, and maintain compliance with established project objectives.
In accordance with OBO contract requirements, this position requires the appropriate educational qualifications but does not require prior professional experience.
Responsibilities:
- Assist in the development, maintenance, and update of project schedules utilizing approved scheduling and project management software.
- Support cost tracking, budget monitoring, forecasting, and project performance reporting activities.
- Collect, organize, and analyze project data related to schedule, cost, progress, and resource utilization.
- Assist with preparation of project dashboards, status reports, performance metrics, presentations, and management briefings.
- Support schedule reviews, schedule variance analyses, and progress assessments.
- Assist with maintenance of project controls documentation, logs, databases, and reporting systems.
- Track and maintain records related to Requests for Information (RFIs), submittals, change requests, action items, and other project documentation.
- Support risk management activities through maintenance of project risk registers and related reporting tools.
- Participate in project meetings and assist with preparation of meeting minutes, action item logs, and follow-up documentation.
- Coordinate with project managers, construction managers, engineers, inspectors, contractors, and government personnel to obtain project information and support reporting requirements.
- Assist with quality assurance reviews of project controls data and documentation.
- Utilize Microsoft Office applications and other project management tools to support project controls functions.
- Perform other project controls and construction management support tasks as assigned.
Qualifications:
Required
- Bachelor's degree in Engineering, Construction Management, Architecture, Engineering Technology, Project Management, or a closely related technical discipline from an accredited institution.
- No prior professional experience required in accordance with OBO contract requirements.
- Strong proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
- Strong analytical, organizational, and problem-solving abilities.
- Excellent written and verbal communication skills.
- Ability to manage multiple assignments in a fast-paced project environment.
- Ability to work effectively both independently and within multidisciplinary project teams.
- Ability to obtain and maintain required security clearances.
Preferred
- Internship, co-op, academic project, or other exposure to construction management, engineering, project controls, scheduling, or cost management.
- Familiarity with Primavera P6, Microsoft Project, Power BI, Tableau, or similar project management and reporting software.
- Knowledge of construction scheduling principles, critical path methodology, earned value management, cost control, or project performance measurement concepts.
- Familiarity with federal, international, institutional, or large-scale vertical construction projects.
- Interest in supporting domestic and international project assignments.
