Proposal Summary:

The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.

 

The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.

Position Summary:

The Quality Assurance Manager is responsible for developing, implementing, and overseeing quality assurance programs supporting OBO's worldwide facilities design and construction program. The Quality Assurance Manager ensures that construction activities, contractor performance, materials, workmanship, inspections, testing, and project documentation comply with contract requirements, applicable codes and standards, approved design documents, and OBO quality objectives.

 

This position provides quality leadership and oversight throughout project planning, design, procurement, construction, commissioning, and closeout activities.

 

Responsibilities:

  • Develop, implement, and maintain project and program-level Quality Assurance (QA) procedures and processes.
  • Review contractor Quality Control Plans and monitor compliance with approved quality requirements.
  • Coordinate quality assurance activities among project managers, construction managers, inspectors, engineers, contractors, and government personnel.
  • Monitor construction activities to verify compliance with contract documents, specifications, codes, standards, and approved submittals.
  • Review quality-related documentation, inspection reports, testing results, deficiency logs, and corrective action plans.
  • Identify quality risks, deficiencies, trends, and systemic issues, and recommend corrective measures.
  • Support constructability reviews, commissioning activities, acceptance testing, and project closeout efforts.
  • Participate in audits, assessments, root cause analyses, and quality investigations.
  • Prepare quality assurance reports, metrics, dashboards, and briefings for project teams and OBO leadership.
  • Support claims avoidance and dispute resolution efforts through documentation review and quality assessments.
  • Ensure quality records are properly maintained in accordance with contractual and OBO requirements.

Provide technical guidance and mentoring to inspection and quality personnel.

Qualifications:

Required

  • Bachelor's degree in Engineering, Construction Management, Architecture, or a closely related technical discipline from an accredited institution.
  • Minimum seven (7) years of experience supporting quality assurance, quality control, construction management, engineering, inspection, or related activities on active vertical construction projects.
  • Possess a minimum Final Secret Security Clearance.
  • Demonstrated experience implementing and managing quality programs on construction projects.
  • Strong knowledge of construction quality standards, inspections, testing procedures, and quality management systems.
  • Proficiency with Microsoft Office Suite.
  • Excellent verbal and written communication skills.

Preferred

  • Active Professional Engineer (PE) license.
  • ASQ, CQM, CQE, CCM, or similar quality/construction management certification.
  • Experience supporting federal construction programs.
  • Experience supporting overseas construction projects.
  • Familiarity with commissioning, building systems testing, and construction quality audits.
  • Experience supporting secure government facilities, embassies, consulates, institutional facilities, or similar complex projects.
