Municipal and Industrial Services Lead - Ukraine

Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Municipal and Industrial Services Lead to lead activities focused on improving municipal (including district heating, water supply and sanitation) and industrial services. They will manage technical teams and subcontractors; oversee sectoral analyses and investment projects in the sector; coordinate with government counterparts, municipal utilities, industrial stakeholders, donors, and financial institutions; and lead capacity-building efforts. This position will report to the Deputy Chief of Party (DCOP) - Technical. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.
Essential Job Functions
- Lead implementation of activities focused on municipal (including district heating, water supply and sanitation sectors) and industrial energy efficiency
- Provide inputs to progress reports, annual work plans, monitoring reports, and other program deliverables, as required by the Deputy Chief of Party (DCOP) – Technical
- Manage teams conducting on-site assessments, analytical studies, and investment facilitation activities related to municipal and industrial services
- Build and maintain effective working relationships with government counterparts, municipalities, municipal utilities, industrial stakeholders, and other relevant partners
- Coordinate with component leads and the Special Advisory Services Director on overall work planning and specific tasks
- Coordinate engagement with donors, financial institutions, and other financing partners to support energy efficiency investments
- Lead the design and delivery of capacity-building activities for national and local stakeholders and represent the program at conferences, workshops, and other events
- Provide input to the program procurement team as needed
- Lead, mentor, and manage the staff of the sub-teams supporting municipal utilities, industrial energy efficiency, and district heating and oversee subcontractors contributing to municipal and industrial services activities

Required Qualifications
- Bachelor’s degree in engineering, business administration, economics, finance, policy, or other relevant field
- Minimum of seven years of relevant professional experience in the energy sector, including experience in municipal utilities, energy efficiency, and/or industrial services, with demonstrated managerial or team leadership experience
- Experience developing and preparing investment projects for municipal utilities and/or industries
- Sound knowledge of relevant EU and Energy Community regulations and the policy, regulatory, and economic context of Ukraine’s energy sector
- Demonstrated experience facilitating donor coordination and stakeholder participation
- Demonstrated experience supervising, managing, and motivating large teams from diverse backgrounds and skill sets
- Excellent written and verbal communication
- Strong organizational and analytical skills, with experience working with detailed technical data and reports
- Knowledge of project management procedures and tools
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
Preferred Qualifications
- Master’s degree in engineering, business administration, economics, finance, policy, or other relevant field
- Experience in managerial or leadership positions within large, complex energy-related projects or programs
- Experience on projects funded by the U.S. Government or other donors
Physical Requirements
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
Additional Information
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
- Travel requirements: N/A
- Line management responsibility: Deputy Municipal Lead, Deputy Industrial Lead and District Heating Team Lead
