Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks a Senior Economist: Natural Gas Expert who will lead the design and implementation of program activities related to gas market development, with a focus on improving market transparency, enhancing competition, and supporting the long-term sustainability of the gas sector. The expert will also support sector reforms by providing evidence-based recommendations grounded in financial, economic, and investment analyses of gas enterprises, infrastructure, and programs. This position will report to the Deputy Gas Lead—Market. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions

  • Monitor and analyze gas market developments, sector data, infrastructure opportunities, and policy changes; identify risks and recommend corrective measures
  • Provide technical expertise to support the design, development, and implementation of gas sector reforms, including preparing reform roadmaps, action plans, and implementation strategies
  • Consult with market operators, regulators, private sector stakeholders, and international partners to build consensus on reform priorities 
  • Review and respond to industry and government consultations, including draft laws and regulations, and provide policy recommendations
  • Contribute to the development, maintenance, and application of financial, economic, and investment models to assess state-owned enterprises, infrastructure projects, and reforms to support market-driven policies and frameworks for the gas sector
  • Convert data into clear visualizations and presentations for diverse stakeholders
  • Lead and coordinate assigned project activities; manage consultants
  • Build and maintain strong working relationships with Ukrainian counterparts, international donors, and U.S. government stakeholders
  • Provide inputs to strategic meetings, briefings, and reports for beneficiaries, donors, and senior management

Required Qualifications

  • Bachelor’s degree in economics, finance, business administration, engineering, oil and gas, energy, or other relevant field
  • Minimum of six years of relevant experience in the natural gas sector or consulting for gas companies or institutions
  • High level of understanding of Ukraine’s gas value chain, key issues, and reform priorities
  • Excellent project management skills; ability to coordinate and prioritize while meeting competing deadlines and adhering to governance procedures
  • Knowledge of key energy policies and gas markets
  • Experience in financial and economic modeling, investment analysis, and/or transaction support
  • Strong quantitative and analytical skills with proficiency in Excel and PowerPoint
  • Excellent writing and communication skills; ability to produce high-quality, accurate documents
  • Fluency in Ukrainian and full proficiency in English  

 

Preferred Qualifications

  • Master’s degree in economics, finance, business administration, engineering, oil and gas, energy, or other relevant field
  • Experience leading or coordinating IT/digitalization projects
  • Experience organizing and delivering workshops and stakeholder consultations
  • Experience on projects funded by the U.S. Government or other donors

 

Physical Requirements

  • Frequently remain in a stationary position sitting or standing at a desk
  • Occasionally move inside the office to access file cabinets, office machinery, etc.
  • Constantly operate office equipment, such as computer, copy machine, scanner, or printer
  • Constantly communicate information and ideas so others will understand
  • Constantly observe details at close range

 

Additional Information

  • Employment type: This is a ​full-time, fixed-term​ position 
  • Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
  • Work location: This position is required to be in the office for at least 60% of the weekly working time​ ​(all arrangements subject to review and may change at the company’s discretion)
  • Travel requirements: N/A
