Technical Expert on District Heating and Water Supply & Sanitation - Ukraine

Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Technical Expert on District Heating (DH) and Water Supply & Sanitation (WSS) who will develop and support activities to reduce energy intensity in the DH and WSS sectors. This position will report to the Deputy Municipal Lead. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.
Essential Job Functions
- Support the implementation and monitoring of activities to improve energy efficiency within municipal utilities
- Review and validate technical questionnaires, program design documentation, and technical specifications to ensure compliance with technical standards and regulatory requirements
- Prepare technical specifications and procurement documentation, then provide support throughout the procurement process for goods, works, and services related to DH and WSS systems
- Conduct technical assessments of existing DH and WSS municipal infrastructure to identify needs and priorities, focusing on reducing energy intensity in both sectors
- Conduct site inspections to verify the quality of delivered goods, installed equipment, and executed works
- Facilitate effective communication between technical teams and procurement specialists
- Conduct technical training for stakeholders and represent the team at conferences, workshops, and other events
- Support the preparation of annual work plans and quarterly and annual progress reports

Required Qualifications
- Bachelor’s degree in energy, engineering, or other relevant field
- Minimum of six years of experience in energy efficiency and energy efficiency projects, particularly within municipal utilities or infrastructure sectors
- Proficiency in preparing technical specifications, terms of reference, or tender documents for infrastructure projects
- Familiarity with energy-efficient district heating solutions and advanced water treatment systems
- Strong interpersonal skills to engage with government officials, donors, contractors, and other stakeholders
- Excellent written and verbal communication skills
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
Preferred Qualifications
- Master’s degree in energy, engineering, or other relevant field
- Expertise in public procurement processes, including drafting specifications, bid evaluations, and contract management
- Experience on projects funded by the U.S. Government or other donors
Physical Requirements
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
Additional Information
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
