Position Summary:
The Chief of Party (COP) will be responsible for providing the vision and overall technical leadership to the team. The COP will have principal responsibility for overall management and technical operations to ensure that the Activity’s tasks are completed, and the objectives of the Activity will be successfully met. The COP will be the primary point of contact with US State Department about day-to-day activity implementation and management matters relating to the contract.
Essential Job Functions:

• Serve as the main point of contact for the contract with US State Department.
• Support US State Department to define priorities and develop a workplan of activities designed to achieve the mission’s learning objectives.
• Engage strategically to provide support to project teams to deliver complex assignments across all areas of the project, including evaluation, monitoring, research, strategic planning and learning.
• Manage and oversee preparation and ensure timely submission of all contract deliverables.
• Manage and monitor all sub-contractors and sub-awards under the award.
• Direct and monitor execution of all other activities within the work plan.
• Maintain administrative and financial controls, and records, pursuant to Tetra Tech’s financial and administrative procedures.
• Ensure compliance with all terms and conditions of the contract and applicable U.S. Government rules and regulations.
• Manage the contract budget in coordination with the Director of Finance and Administration
and Home Office Project Management Team.
• Manage the Platform project team, including directly supervising component leaders and staff working remotely in the Pacific Islands and Mongolia.
• Supervise staff recruitment and ensure implementation of effective security and human
resource protocols for project staff.
• Fill staffing gaps to keep work plan and budget on track.
• Manage the work of team members, reviewing and providing regular feedback.
• Evaluate performance and negotiate salary adjustments and bonuses, if appropriate.
• Support staff when personal issues arise to ensure the welfare of team members and
families.
• Motivate staff to perform effectively toward project objectives through communication,
team-building incentives, and responsiveness.
• Maintain an up-to-date understanding of local political and security developments and propose any strategic/tactical revisions to the Project Safety and Security Manual necessary to seize emerging opportunities and/or mitigate risks.
• Act as the primary liaison for US State Department regarding security matters.
• Adhere to security procedures and require team members to follow them.
• Monitor and report on the security situation to home office and US State Department.
• Ensure the safety and welfare of team members.
Required Qualifications:
• A master's degree in social sciences, or a related field required.
• A minimum of 15 years of experience in international development.
• A minimum of 10 years of technical experience in M&E and CLA.
• Experience with senior U.S. government officials, UN agencies, regional institutions, national governments, local organizations, and partners required.
• Demonstrated leadership and knowledge management experience.
• Experience recruiting and managing consultants.
• Experience managing multicultural and diverse teams.
• Professional proficiency in English, both written and verbal required.
Preferred Qualifications:
• A minimum of 5 years of managing large and complex projects/programs at the director level, preferably with international donors.
• COP or deputy COP experience of similar MEL platforms preferred.
• Experience interacting with host governments and their officials preferred.
• Demonstrated expertise in developing innovative approaches to learning and disseminating best practices, data collection, and research capacity development preferred.
• Experience working within the health, economic growth, or energy sectors preferred.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.
Additional Information
• This position is required to be in the office Monday - Friday.
• The majority of activities under the contract will take place in the Philippines, with additional assignments in the Pacific Islands and Mongolia.
