Position Summary:
The Evaluation and Special Studies Specialist will support the design and implementation of evaluations, analytical studies, and independent monitoring activities across the program portfolio, leveraging specialized experience in the health, energy, or economic growth sectors. The Specialist will ensure the generation of high-quality, objective evidence to inform program performance, accountability, and adaptive management. This role transforms data into actionable insights, providing evidence-based recommendations to key stakeholders. This position will report to the Evaluation and Special Studies Advisor.
Essential Job Functions:

• Assist in the development of evaluation plans, including drafting evaluation questions, methodologies, and workplans.
• Support the implementation of performance evaluations, rapid assessments, and targeted reviews.
• Develop data collection tools, sampling strategies, and analysis plans.
• Support data analysis and preparation of evaluation reports and presentations.
• Provide operational support for special studies and analyses, including surveys, situational and landscape analyses, and sector-specific analytical studies.
• Integrate qualitative and quantitative methods to generate robust insights.
• Synthesize findings into clear, actionable recommendations for program teams and stakeholders.
• Oversee data collection processes for evaluations, studies, and TPM activities.
• Ensure adherence to data quality assurance (DQA) standards and protocols
• Train and supervise enumerators or field teams as needed.
• Triangulate data from multiple sources to strengthen validity and reliability.
• Translate findings from evaluations and studies into actionable insights.
• Support program teams in applying findings to improve implementation and outcomes.
• Contribute to learning products, briefs, and presentations.
Required Qualifications:
• Bachelor's degree in international development, economics, statistics, public policy or relevant field required.
• A minimum of 5 years of experience in evaluation, research, and/or third-party monitoring.
• Demonstrated experience in designing and implementing evaluations and analytical studies, conducting field-based monitoring and verification and survey design, data collection, and mixed-methods research.
• Strong analytical skills, including qualitative and quantitative analysis.
• Professional proficiency in English, both written and verbal required.
• Strong interpersonal and report writing skills required.
Preferred Qualifications:
• Experience in health such as monitoring health systems performance, service delivery, and health outcomes and familiarity with public health indicators, surveillance systems or health program evaluations preferred.
• Experience in energy sector programming, including infrastructure, access, or resilience and an understanding of energy-related indicators preferred.
• Experience with economic growth such as monitoring economic development initiatives, investment promotion, or private sector engagement and experience with indicators related to trade, investment, market systems or job creation preferred.
• Experience working on donor-funded programs preferred.
Physical Requirements:
• Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
• This position has no work or environmental factors outside of a standard office environment.
