Tetra Tech is adding an Engagement and Capacity Building Advisor to our Philippines, Pacific Islands, and Mongolia Monitoring, Evaluation, and Learning Activity (PIMMELA) team based in Manila, Philippines.

Position Summary:
The Engagement and Capacity Building Advisor will lead stakeholder engagement, participatory processes, and capacity strengthening efforts across the program portfolio, leveraging specialized experience in the health, energy, or economic growth sectors. The Advisor will lead the design and facilitation of collaborative processes such as retreats, Pause and Reflect sessions, and co-design workshops while building the capacity of M&E teams and partners to effectively use data for decision-making. This role is central to fostering inclusive and participatory program implementation, ensuring that stakeholders are actively engaged and that M&E systems are understood, owned, and utilized. This position will report to the Chief of Party.

Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:

•    Lead the planning and facilitation of retreats, workshops, and events. 
•    Facilitate or co-facilitate Pause and Reflect sessions to promote adaptive management. 
•    Support stakeholder consultation processes, including engagement with government, implementing partners, and donors. 
•    Ensure inclusive participation and effective communication across various stakeholder groups. 
•    Lead the design and implementation of co-creation and co-design processes for program activities. 
•    Facilitate collaborative planning sessions to align stakeholder priorities and program objectives.
•    Document key outcomes from consultations and co-design sessions and translate them into actionable inputs.
•    Design and deliver capacity building activities for M&E teams and partners, including trainings, workshops, and coaching. 
•    Strengthen partner capacity in areas such as M&E framework understanding, indicator use and interpretation and data-driven decision-making.
•    Develop training materials, guidance documents, and toolkits. 
•    Promote continuous improvement across program teams. 
•    Support the integration of evidence into program planning and implementation cycles.
•    Assist in synthesizing lessons learned and best practices from engagement activities.

 

Required Qualifications:
•    Bachelor's degree in international development, public policy, education, social sciences, or relevant field required. 
•    A minimum of 8 years of experience in stakeholder engagement, facilitation and/or capacity building.
•    Demonstrated experience in, facilitating workshops, consultations, or events, designing and delivering training programs, and supporting participatory and co-design processes. 
•    Strong interpersonal and communication skills, with the ability to engage diverse stakeholders. 
•    Professional proficiency in English, both written and verbal required.
•    Strong interpersonal and report writing skills required.

Preferred Qualifications:
•    Experience in health such as monitoring health systems performance, service delivery, and health outcomes and familiarity with public health indicators, surveillance systems or health program evaluations preferred. 
•    Experience in energy sector programming, including infrastructure, access, or resilience and an understanding of energy-related indicators preferred. 
•    Experience with economic growth such as monitoring economic development initiatives, investment promotion, or private sector engagement and experience with indicators related to trade, investment, market systems or job creation preferred. 
•    Experience working on donor-funded programs preferred.

Physical Requirements:
•    Prolonged periods sitting or standing at a desk and using a computer.

Work Environment / Environmental Factors:
•    This position has no work or environmental factors outside of a standard office environment.  

Additional Information
•    This position is required to be in the office Monday - Friday.
