Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The MozMEL Activity seeks to improve USAID Mozambique ability to design and manage evidence informed and local context-informed activities improved on a sustainable, long-term basis.

Position Summary:
The Accountant will fully support accounting and reporting functions for the project to ensure compliance with the terms of the agreement. This includes supervising, coordinating, and training financial, and administrative staff. This is a full-time position based in Port-au-Prince, Haiti.
Responsibilities:
- Responsible for input, tracking, and maintenance of project accounting systems through QuickBooks.
- Maintain and manage field accounts, under the direction of the Deputy Chief of Party (DCOP).
- Prepare and track project budgets and budget projections.
- Ensure that USAID rules and regulations in financial management, procurement, and compliance are followed.
- Manage project bank accounts, reconcile monthly accounts and bank statements, and submit receipts and invoices to Headquarters (HQ) and USAID as required.
- Review vouchers and payment requests, including proper back-up documentation to ensure compliance with contractor and USAID policies, procedures, rules, and regulations.
- Conduct financial aspects of grants management with local partners, as well as assist with the financial management of subcontracts and consultants.
- Assist with production of project financial reporting to client as necessary.
- Work in conjunction with MSI HQ accounting department to assist with client voucher development.
- Maintain complete and accurate financial records for project reporting purposes, working with the Finance and Compliance Manager to ensure that financial reports are submitted in a timely manner.
- Work in conjunction with the Operations and Logistics Officer to ensure that field office costs are appropriately managed.
- Perform other responsibilities will be assigned as appropriate.
Qualifications:
- Bachelor’s degree in in accounting or relevant field required. Master’s degree or CPA will be a plus.
- Minimum five years of working experience in the accounting/finance field required.
- Minimum three years of experience working for a USAID project is desirable with experience in accounting for similar projects financed by donors preferred.
- Understanding of the principles of adequate documentation and audit, and of the procedures necessary to ensure audit compliance.
- Knowledge of USAID rules and regulations in the areas of financial management, procurement, compliance, grants management and results reporting.
- Working knowledge of accounting software, such as QuickBooks, is preferable.
- Proficiency in Microsoft Excel required.
- Strong multi-tasking, organizational, problem-solving, and time-management skills.
- Strong communication, management, and reporting skills.
- Fluency in French required. Advanced proficiency in English and Creole preferred.
