Position Summary:

The Infrastructure Manager will review the Initial Environmental Examination (IEE) and work with MSI on proposed revisions. The Infrastructure Manager will provide inputs on the IEE Environmental Mitigation and Monitoring Plan (EMMP) and the Environmental Review Form (ERF), as needed. This role will attend virtual meetings on the topic with MSI. The Infrastructure Manager will also assist in completing and reviewing ERFs for proposed grants and developing EMMPs, as needed, if categorical exclusions are not determined. As directed by the Chief of Party (COP), the Infrastructure Manager will support in doing site assessments and prepare a document with the analysis and diagnosis on the relevance conducting additional environmental assessments or developing EMMPs for anticipated grant activities and include recommendations on the grant development or concept note as it relates to environmental considerations.

 

Responsibilities:

  • Review and verify environmental impacts and mitigation measures under the formulation and implementation of activities completed as needed.
  • Provide technical assistance for the formulation of renovation projects.
  • Participate in Technical Evaluation Committees to evaluate the technical proposal(s) of renovation projects as directed by the COP.
  • Monitor the works of minor renovations as required by the level of complexity of the activities and ensure their mitigation measures are being implemented according with the EMMP plan.
  • Provide support to develop final environmental reports as needed.
  • Serve as a bridge between the Program teams and partners/beneficiaries to socialize participation on EMMP application and monitoring during activity implementation, as needed.  
  • Provide technical assistance in the formulation of activities and propose a calendar of verification visit frequency according with the needs of the type of activity.
  • Review and verify climate change risk classification of activities as needed, keeping in mind the USAID-approved EMMP.
  • Provide environmental technical assistance for the formulation of renovation activities to ensure correct classification and identification of impacts and mitigation measures.  
  • Validate and support the preparation of environmental reports required by the Program at the activity level and other requests.
  • Review, verify, and approve the budgets, terms of reference, and products of the activities.
  • Participate in the preparation of budgets for renovation activities that ensure the availability of materials and specifications for the implementation of the works.
  • Initial development of the designs for small and medium infrastructure, materials, level of effort, terms of reference for project studies, including budgets and everything related to project execution.
  • Provide technical assistance for implementation of environmental mitigation plans relating to grant activities.
  • Conduct training sessions and provide technical assistance to program teams and local stakeholders to enhance understanding and implementation of environmental compliance requirements, including the EMMP.
  • Develop user-friendly training materials in French and English and facilitate workshops to strengthen the capacity of partners and beneficiaries in environmental monitoring and mitigation practices.
  • Supervise contractors work on renovations.

 

Qualifications:

  • Bachelor’s degree in environmental engineering or relevant field required.
  • Minimum four years of experience doing environmental monitoring of activities implemented with USAID funds required.
  • Experience in implementing Environmental Management Plans required.
  • Experience with rapid grant mechanisms/OTI preferred.
  • Fluency in speaking and writing in English and French required.
