Proposal Summary:

This MEL platform will increase USAID/Haiti’s and implementing partners’ understanding of program outputs, progress, challenges, successes, and lessons learned in the current country context. Provide technical support for Third-Party Monitoring (TPM) systems to verify and provide independent monitoring of USAID/Haiti full portfolio including Humanitarian Assistance activities in hard-to-reach areas in Haiti. Provide Evaluation, Learning, and Capacity Building (MEL) services to ensure empirical evidence for programming, learning and adapting.

Position Summary:

The Third-Party Monitoring (TPM) Manager will work closely with the Chief of Party and the TPM team and will spearhead the implementation of the project TPM work. This is a full-time position and will be based in Port-au-Prince security pending. This position is contingent upon award.

 

Responsibilities:

  • Coordinate and consult with USAID and USAID Implementing Partners (IPs) on an ongoing basis, under the leadership of the Chief of Party.
  • Develop the monitoring plan including site visit plans, specifying IPs, sectors, and modalities to be monitored, following consultations with USAID and USAID IPs.
  • Contribute to the development of data collection instruments specific to humanitarian sectors and implementation modalities.
  • Oversee the training of data collection teams and implementation of data collection.
  • Coordinate with USAID IPs to plan data collection specific logistics.
  • Ensure the quality of the data collected in the field is valid and in line with the technical design of the project.
  • Ensure that beneficiaries rights are safeguarded throughout the data collection process.
  • Oversee the work of the Data Analyst including review and correcting all monitoring reports.
  • Communicate any monitoring activity shortcomings to relevant parties and take the appropriate steps to improve team and individual performance when and where needed.
  • Responsible for the quality and timeliness of all TPM deliverables.
  • Conduct and oversee quantitative and qualitative evaluation of raw data and organize data for use by the team.
  • Support in the presentation of findings, conclusions, and recommendations to program stakeholders as requested.

 

Qualifications:

  • Advanced degree in public administration, international relations, economics, business administration, law or a related field.
  • Minimum of five years of relevant professional experience is required.
  • Minimum of two years of experience working on any of the development and humanitarian sectors such as health and nutrition; water, sanitation, and hygiene; food security; economic recovery and market systems; protection; or emergency shelter, is required.
  • Experience conducting research and data collection in Haiti.
  • Fluency in English with strong written and oral communications skills.
  • Proficiency in Haitian Creole and French.
