Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical monitoring and evaluation (M&E) knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes. The Supporting Student Success in Afghanistan (SSSA) Activity implemented by the American University of Afghanistan to sustain access to, and improve retention in, local quality higher education opportunities for students living inside Afghanistan.

Position Summary:

The Team Lead will assist in the design of an assessment plan and crafting of data collection instruments, assist in data collection. The Team Lead will also lead in the drafting of the analytical products to be delivered under the scope of work (SOW). The estimated level of effort for this position is up to 50 days.

 

Responsibilities:

  • Assist in the drafting of an assessment plan.
  • Coordinate the development of data collection tools.
  • Assist in any training and testing in preparation for the data collection.
  • Play a senior role during data collection, including conducting key informant interviews and providing leadership to the data collection team.
  • Assist the team in analyzing collected data.
  • Draft deliverables and analytical products as required.
  • Participate and manage assessment presentations.

 

Qualifications:

  • Master’s degree in a related field is required.
  • Minimum seven years of relevant experience in conducting evaluations and/or research of higher education interventions is required.
  • Experience working in Afghanistan or in a similar context is required.
  • Experience leading evaluations or assessments for USAID and/or other international donors preferred.
  • Experience in both qualitative and quantitative methods preferred.
  • Strong written and oral communication skills in English are required.
