The Opportunity:

 

Tetra Tech is seeking a Project Controls Engineer to provide on-site project controls support for the U.S. Embassy Vienna Selective Improvements Project. The role focuses on cost management, schedule management, contract administration, submittal tracking, reporting, and construction controls in support of the Bureau of Overseas Buildings Operations (OBO) and onsite project leadership. The Project Controls Engineer will serve as a key member of the project team, ensuring effective management of project costs, schedules, contractor deliverables, and project documentation throughout the construction lifecycle.

 

Project Summary:

 

The U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO) is implementing a Selective Improvements Project at the U.S. Embassy Vienna, Austria. The primary objective of the project is to extend the service life of the existing 11,673 GSM Chancery Building until a replacement facility can be constructed. Project scope includes accessibility improvements, structural and seismic upgrades, water and fuel piping replacement, HVAC upgrades, boiler replacements, smoke exhaust systems, plumbing improvements, telecommunications cabling upgrades, fire suppression and detection systems, pump room improvements, physical security enhancements, and interior renovations.

 

Tetra Tech provides engineering and construction management support to OBO throughout project execution. The Project Controls Engineer will be responsible for managing project controls functions related to cost, schedule, contract administration, reporting, and document management. This assignment requires full-time deployment to Vienna and is anticipated to last approximately thirty-six (36) months.

 

Position Summary:

 

This 36-month assignment at the U.S. Embassy Vienna requires a seasoned Project Controls Engineer with a minimum of seven (7) years of construction experience. The incumbent will manage project controls activities associated with construction cost and schedule management while supporting OBO’s onsite leadership team. Responsibilities include schedule analysis using Primavera, cost tracking, change order management, submittal management, preparation of Independent Government Estimates (IGEs), review of contractor payment applications, maintenance of project documentation, and support of contract administration activities. Prior Primavera experience is required.

 

Responsibilities:

 

·       Manage the operations of the OBO project office as they relate to project cost and schedule controls.

·       Prepare reports, logs, project controls documentation, and other management deliverables.

·       Develop and maintain a working knowledge of all contract requirements and deliverables.

·       Ensure timely execution of all project controls functions, including management of contractor submittals, Requests for Information (RFIs), and as-built drawings.

·       Review contractor monthly applications for payment and advise the OBO Project Director and Construction Manager regarding findings and recommendations.

·       Review and evaluate requests for contract modifications and determine whether they are justified or already included within contract requirements.

·       Perform quantity take-offs and assist in the preparation of Independent Government Estimates (IGEs).

·       Support contract administration activities, including interpretation of contract requirements, payment provisions, general conditions, and Division I specifications.

·       Assist with evaluation and negotiation of contract modifications and claims.

·       Monitor project schedules and construction progress utilizing Primavera scheduling software.

·       Participate in project meetings and conferences as required.

·       Prepare meeting agendas, records, and minutes.

·       Maintain daily construction logs, inspection records, project files, and equipment tracking documentation.

·       Coordinate closely with the Project Director/COR and other members of the project team.

·       Assist and mentor project administrative staff as necessary.

·       Perform other duties as assigned by OBO’s Project Director and/or Construction Manager.

Qualifications:

·       Bachelor’s degree in Civil, Electrical, or Mechanical Engineering, Engineering Management, Construction Management, or Construction Engineering from a U.S. Institution.

·       Minimum of seven (7) years of vertical construction site experience (e.g., embassies, consulates, office buildings, government facilities, institutional facilities, mixed-use developments, hospitals, secure facilities, data centers, or similar projects), required.

·       Active U.S. Secret Security Clearance, required.

·       Demonstrated experience with Primavera P6 scheduling software, required.   

·       Strong experience in construction cost control, schedule management, and project controls reporting.

·       Experience reviewing contractor payment applications, change orders, claims, and contract modifications.

·       Experience performing quantity take-offs and preparing Independent Government Estimates (IGEs).

·       Strong knowledge of construction contract administration and document control processes.

·       Excellent verbal and written communication skills.

·       Strong Microsoft Office Suite proficiency.

·       Overseas construction experience preferred.

·       Experience supporting U.S. government construction programs and OBO projects preferred.
