Project Summary: 

Tetra Tech is implementing the recently the five-year, USAID-funded Power Africa Empower West Africa Program. Building on a decade of Power Africa success, Empower West Africa aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, Empower West Africa aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.

Position Summary: 

Tetra Tech is recruiting a Regional Productive Use of Energy (PUE) Expert who will support the USAID Power Africa Empower West Africa team in developing and promoting PUE in West Africa. The PUE Expert position reports to Off-Grid Energy Access Lead and will provide technical assistance to public and private sector stakeholders to enhance their capacity to implement and scale productive use applications in energy projects, facilitate the integration of renewable energy solutions, and promote economic activities in targeted regions. This position is full-time, and hiring is contingent upon USAID approval. Interested candidates must be based in and eligible to work in Ghana, Senegal or Côte d’Ivoire. Regional travel may be required.

Position Responsibilities:

Support the USAID Power Africa Empower West Africa Activity team to:

  • Develop and implement a regional strategy for promoting PUE in West Africa.
  • Collaborate with public and private sector stakeholders, including government agencies, non-governmental organizations, local communities, and private companies, to identify and prioritize PUE opportunities.
  • Provide technical guidance and support to stakeholders on the design, implementation, and monitoring of PUE projects, ensuring alignment with USAID Power Africa Empower West Africa Activity objectives and USAID guidelines.
  • Coordinate with subcontractor to conduct market assessments and feasibility studies to identify high-impact opportunities for integrating PUE into existing and new energy projects.
  • Develop concept notes, technical assistance plans, and partnership agreements to facilitate the deployment of PUE applications in targeted regions.
  • Coordinating with USAID Power Africa Empower West Africa Activity outcome leads external partners to identify and leverage funding opportunities for PUE initiatives.
  • Monitor and evaluate the performance of PUE interventions, collecting data and reporting on key performance indicators to assess impact and inform future programming.
  • Support the development and dissemination of knowledge products, including case studies, best practice guides, strategies, and technical reports, to promote the adoption of PUE solutions.
  • Strong collaboration with Off-grid Advisors in implementing PUE initiatives and support. 
  • Engage with regional and local stakeholders to build awareness and capacity around PUE, organizing workshops, training sessions, and outreach activities.
  • Contribute to a series of reporting including weekly, monthly, quarterly and annual reports as well as monitoring and evaluation tools.
  • Perform other duties to help accomplish activity objectives as assigned by the Off-Grid Energy Access Lead and senior management.

Required Qualifications:

  • Bachelor's degree in engineering, economics, agriculture, business, or any other relevant field
  • Five years of experience in energy or economic development sectors.
  • Previous experience in Sub-Saharan Africa, with a focus on energy access and productive use of energy.
  • Demonstrated expertise in designing and implementing PUE projects and activities.
  • Designing PUE models for standalone and mini-grids.
  • Experience engaging with private sector entities, government agencies, and donor organizations in West Africa.
  • Strong understanding of renewable energy technologies, energy efficiency and PUE solutions, and economic development strategies.
  •  Familiarity with the regulatory and policy environment in the energy sector in West Africa.
  • Experience in developing and maintaining stakeholder relationships and managing a relationship database.
  • Proficiency in project management tools and software, including MS Word, Outlook, PowerPoint, Excel.
  • Fluency in English.

Preferred but not Required Qualifications:

  • A master’s or higher degree in a relevant field
  • Experience with USAID-funded projects
  • Knowledge of French or local languages is an asset.
