Off-Grid Advisor

Project Summary:
Tetra Tech is implementing the recently awarded, five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on a decade of Power Africa success, EWA aims to close the energy poverty gap in the region by increasing supply of and access to affordable, reliable, and sustainable electricity. By 2029, EWA aims to establish six million new electricity connections; reach financial close for 2,500 megawatts of new generation capacity; construct 1,500 kilometers of new power lines; and achieve sales of 40,000 productive use of energy (PUE) devices.
Position Summary:
Tetra Tech is recruiting an Off-Grid Advisor to support the USAID Power Africa Empower West Africa (EWA) Activity team in advancing off-grid energy solutions in West Africa. The Off-Grid Advisor position will be reporting to Off Grid Energy Access Lead and will play a pivotal role in business development, forming strategic partnerships, developing capacity for off-grid businesses and government entities, recommending policy interventions, and identifying opportunities for PUE. This position requires a 360-degree expert with strong business acumen who can assist local and international organizations in navigating the off-grid energy landscape. The advisor will also facilitate relationships with financial institutions and develop and review business proposals to promote sustainable off-grid energy projects. The position is full-time, and hiring is contingent upon USAID approval. Regional travel may be required.
Position Responsibilities:
Support the Off-Grid Energy Access Lead to:
- Undertake business development activities to identify and pursue new opportunities for off-grid energy solutions in West Africa, focusing on underserved communities and market segments.
- Formulate strategic partnerships with local and international organizations, sector associations, government bodies, and private sector stakeholders to drive the deployment of off-grid energy projects.
- Coordinate with Guiding Principles Lead to effectively integrate gender and social inclusion, localization, climate change, reaching underserved markets, capacity building and other guiding principles throughout all aspects of USAID Power Africa Empower West Africa (EWA) Activity implementation.
- Develop and implement capacity-building programs for off-grid businesses, government entities, and other stakeholders to enhance their capabilities in designing, implementing, and scaling sustainable energy solutions.
- Support Policy Specialist and recommend policy interventions that create an enabling environment for off-grid energy market growth, including addressing regulatory barriers and promoting incentives.
- Support PUE specialist to identify and develop opportunities for the productive use of energy (PUE) to enhance economic development and improve livelihoods in off-grid areas.
- Facilitate relationships with financial institutions, including banks, microfinance organizations, and impact investors, to improve access to finance for off-grid energy companies and projects.
- Develop and review business proposals, investment plans, and financial models for off-grid energy projects, ensuring their viability and alignment with market needs and USAID Power Africa Empower West Africa (EWA) Activity’s objectives.
- Provide technical assistance and advisory support to local and international organizations to navigate the off-grid energy landscape and capitalize on market opportunities.
- Collaborate with sector associations, policymakers, and regulatory bodies to identify policy bottlenecks and advocate for regulatory reforms that support the growth of the off-grid energy market.
- Monitor and evaluate the impact of off-grid interventions and partnerships, collecting data and reporting on key performance indicators to inform future strategies and policy advocacy efforts.
- Work with the communications team to prepare outreach and thought leadership materials such as presentations, policy briefs, success stories, fact sheets, case studies, and digital content.
- Contribute to a series of reporting including weekly, monthly, quarterly and annual reports as well as monitoring and evaluation tools.
- Perform other duties to help accomplish activity objectives as assigned by the Off-Grid Connection Lead and senior management.
Required Qualifications:
- Bachelor’s degree in business administration, engineering, public policy, economics, energy, or a related field
- Five years of experience in off-grid energy solutions, business development, or energy access programs.
- Proven track record in business development, forming strategic partnerships, and developing capacity-building initiatives for off-grid energy stakeholders.
- Strong understanding of off-grid energy technologies, business models, regulatory frameworks, and market dynamics.
- Experience engaging with government agencies, regulatory bodies, private sector stakeholders, sector associations, and financial institutions in West Africa.
- Demonstrated ability to develop and review business proposals, investment plans, and financial models.
- Familiarity with international best practices in off-grid energy solutions, productive use of energy, and market-based approaches.
- Excellent communication and negotiation skills, with experience in conducting stakeholder consultations, developing advocacy strategies, and facilitating policy dialogues.
- Proficiency in project management tools and software, including MS Word, Outlook, PowerPoint, Excel.
- Fluency in English and French
Preferred but not Required Qualifications:
- A master’s or higher degree in a relevant field
- Experience with USAID-funded projects
- Regional experience and strong understanding of off-grid energy technologies in West Africa
- In-depth knowledge of innovations applicable to off-grid solutions
