Procurement Manager-Ukraine

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.

Position Summary:
Tetra Tech is seeking a suitable candidate to serve as Procurement Manager who will support SPARC Project with leading procurement activities, including but not limited to procurement of commodities and services, organization of events, and procurements for other program needs. The position will be reporting to SPARC’s Procurement Lead. This is a full-time position for the period of one year with the possibility of an extension up to the entire life of the project, subject to satisfactory performance and continued project need. This position is open only to cooperating country nationals, citizens of Ukraine and must be based in Ukraine and available to work from the office in Kyiv. Travel within Ukraine and abroad may be required.
Position responsibilities
- Manage the end-to-end procurement lifecycle for assigned projects
- Conduct or oversee programmatic and operations procurements including large-scale commodities and services, events, office needs, etc.
- Coordinate, train, and as needed manage procurement staff.
- Gather and develop pre-award documentation (price justification, soul source, negotiation memo etc.)
- For large commodity or service procurements:

- Lead identification of procurements in consultation with project subject matter experts.

- Conduct market research to include assessment of available stock for frequently purchased items.

- Draft solicitation documents.

- Manage procurement/ tenders for all procurements.

- Lead evaluation committees.

- Negotiate with vendors prices and other contracts terms and conditions

- Check relevant financial reports of procurement beneficiaries
- Maintain procurement files.
- Assist in archiving financial files and procurement files.
- Other duties as assigned.
Minimum qualifications
- Master’s degree, preferably in public administration, business administration, or other relevant areas.
- Bachelor’s degree in finance and/or Accounting; Master's degree preferred.
- Minimum five (5) years of relevant experience (preferably with a multinational company).
- Prior experience procuring large-scale equipment is required, energy equipment is preferred.
- Prior experience with USAID or other donor-funded projects is preferred.
- Solid knowledge of FAR and AIDAR is preferred.
- Experience with collection and analysis of accounting data.
- Excellent organizational skills to meet deadlines.
- Strong communication skills – both oral and written.
- Fluency in English and Ukrainian required.
- Skilled at using Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
Physical demands & work environment
- Travel within Ukraine and abroad may be required.
- Requires presence in SPARC’s office in Kyiv and can involve hybrid work in accordance with Tetra Tech policies and at the discretion of SPARC’s Chief of Party.
