Monitoring Specialist, MozMEL Activity

Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support.

Position Summary:
The Monitoring Specialist will report to the Deputy Chief of Party (DCOP) or as designated. The Specialist will manage consultants and subcontractors and will work with key stakeholders such as implementing partners (IPs), and Mission staff. The Specialist will help strengthen performance monitoring and learning within USAID and its partners. The position will also provide expert technical input to design and strengthen performance indicators, set targets, collect program data, assess data quality, manage, and analyze performance and context data, strengthen reporting, and learn from data. The Specialist will provide guidance and feedback on MEL plans for USAID partner activities, including Government-to Government (G2G) awards. The Specialist will also support training of USAID staff and IPs on MEL concepts, processes, tools and systems. Working with the Senior Team including the Chief of Party (COP), DCOP, and Senior Officers, this role will help prepare MozMEL’s end of intervention reports, and document the depth and breadth of project achievements and innovations over the life of an intervention. This is a full-time position based in Maputo with travel as needed.
Responsibilities:
- Support the development and refinement of monitoring systems to track the progress of program activities, ensuring alignment with the Activity’s results framework and theory of change, while providing guidance to IPs.
- Coordinate all resources allocated to an intervention to include consultants and subcontractors.
- Provide technical expertise in the development and refinement of the Theory of Change (ToC), working closely with USAID and stakeholders to ensure that it accurately reflects the causal pathways and critical assumptions required to achieve program goals.
- Lead the design and development of the project’s Results Framework, ensuring that the logical linkages between project activities, outputs, outcomes, and impact are clearly defined, measurable, and aligned with USAID priorities
- Assist in designing and managing data collection processes, including conducting Data Quality Assessments (DQA), ensuring the accuracy and reliability of monitoring data provided by implementing partners.
- Advise on the development of MEL plans, with a primary focus on monitoring components, to support project performance tracking.
- Coordinate the review and analysis of performance data collected by IPs, ensuring accurate and timely submission of monitoring reports and advising on any necessary adjustments.
- Provide technical expertise in innovative monitoring approaches, such as harvest monitoring and other techniques.
- Deliver capacity-building support to program staff and partners, improving their ability to utilize monitoring tools and systems, enhancing overall data quality and utility for USAID’s decision-making processes.
- Facilitate and coordinate monitoring activities across multiple interventions.
- Assist in the creation and maintenance of dashboards or other visual tools, enabling USAID and partners to track and communicate program progress in a clear and accessible manner.
- Ensure adherence to USAID’s monitoring requirements and guidelines, providing ongoing technical advice and support to ensure compliance across all monitoring activities.
Qualifications:
- Minimum bachelor’s degree in a relevant field, such as social sciences, international development, public health, economics, statistics, or a related field, is required. Master’s degree is preferred.
- Minimum five years of relevant experience in monitoring systems, MEL plan development, and DQA is required.
- Experience in providing program coordination to include management of scope, budget, timelines, resources, etc., is required.
- Experience in designing and implementing monitoring systems is required.
- Experience in developing and use results frameworks and theories of change to guide monitoring activities is required.
- Experience working with USAID MEL systems and familiarity with USAID monitoring requirements, indicators, and reporting protocols is preferred.
- Experience in managing and coordinating the monitoring of multiple interventions or projects simultaneously is required.
- Strong capacity-building skills, with experience training staff and partners in the use of monitoring tools and methodologies is preferred.
- Strong data collection, management, and analytical skills, with experience using monitoring software or tools such as Excel, SPSS, or other data management platforms is preferred.
- Strong communication and report-writing skills, with the ability to present monitoring data clearly and effectively to diverse audiences is required.
- Ability to work independently and as part of a team, managing time and tasks efficiently to meet deadlines.
- Proficiency and experience using Microsoft Excel or other data analysis software is required.
- Fluency in Portuguese and English is required.
