Qualifications:

  • Minimum bachelor’s degree in a relevant field, such as social sciences, international development, public health, economics, statistics, or a related field, is required. Master’s degree is preferred.
  • Minimum five years of relevant experience in monitoring systems, MEL plan development, and DQA is required.
  • Experience in providing program coordination to include management of scope, budget, timelines, resources, etc., is required.
  • Experience in designing and implementing monitoring systems is required.
  • Experience in developing and use results frameworks and theories of change to guide monitoring activities is required.
  • Experience working with USAID MEL systems and familiarity with USAID monitoring requirements, indicators, and reporting protocols is preferred.
  • Experience in managing and coordinating the monitoring of multiple interventions or projects simultaneously is required.
  • Strong capacity-building skills, with experience training staff and partners in the use of monitoring tools and methodologies is preferred.
  • Strong data collection, management, and analytical skills, with experience using monitoring software or tools such as Excel, SPSS, or other data management platforms is preferred.
  • Strong communication and report-writing skills, with the ability to present monitoring data clearly and effectively to diverse audiences is required.
  • Ability to work independently and as part of a team, managing time and tasks efficiently to meet deadlines.
  • Proficiency and experience using Microsoft Excel or other data analysis software is required.
  • Fluency in Portuguese and English is required.
