Project Summary:
MSI implements USAID’s Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity. MozMEL is a five-year initiative to support the USAID Mission in Mozambique with rigorous monitoring, evaluation, learning, training, logistical support, and other related tasks. The Moz MEL Activity has been asked to conduct an intervention in Cabo Delgado that will include monitoring, verifying, and evaluating USAID Education, Democracy and Governance (EDG) funded activities in Mozambique.

Position Summary:
The Education Third Party Monitoring (TPM) Expert will support the ongoing TPM in the province of Cabo Delgado in Mozambique as part of the TPM data collection team. The Education TPM Expert will generally be needed to play a lead role in collecting data, reviewing data collection instruments, providing contextual and background knowledge during the assignment process, as well as help in the analysis and report writing, as necessary. This is a Short-Term Technical (STTA) position, in which the organization will call on the Expert a few times, depending on the needs. This role will require travel to areas in Cabo Delgado for data collection.
Responsibilities:
- Assist in the design and development of instruments for TPM related to education, including: a) methodology, b) sampling and site selection, c) analytic methods, and d) report writing.
- Review relevant background information on the education sector of USAID Education, Democracy and Governance (EDG) Awards in Cabo Delgado.
- Design and implement data collection methodologies tailored to the educational interventions.
- Contribute to the training of TPM Field Monitors on education related matters, data collection tools, etc.
- Guide the interviews with directors, teachers, and other relevant stakeholders.
- Manage the structured and direct observations conducted at the field level.
- Work closely with data collection team, providing guidance, training, and oversight to ensure consistency and reliability.
- Ensure data collected by the data collection team is relevant, completed and valid.
- Prepare a precise expert report that includes key observations, findings, and actionable recommendations.
- Conduct other tasks as needed.
Qualifications:
- Bachelor’s degree in education or a similar field is required.
- Minimum five years of professional work experience in planning, programming, and implementation of programs focused on education is required.
- Experience working with USAID and/or other international donors on education is required.
- Experience in designing and implementing qualitative and quantitative data collection tools is required.
- Experience in monitoring education activities and interventions is preferred.
- Strong oral and written communication, analytical, interpersonal, and team management skills required.
- Fluency in Portuguese is required. Working proficiency in English and oral fluency in some of the local languages spoken in Cabo Delgado is preferred.
