Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the USAID Mission in monitoring, evaluation, learning, training, and logistical support. In 2008, the Gorongosa Project and the Government of Mozambique entered a 20-year public-private partnership for the joint management of Gorongosa National Park (GNP) that was extended in 2018 for an additional 25 years. USAID intends to evaluate the social service components of the project. The evaluation results will be used to make well-informed decisions around changes to the current project and future activities in the area to ensure the impact of the social services components of this investment.

Position Summary:
The Health and Education Implementation Consultant will report to the Senior MEL Specialist. The Consultant will implement the Evaluation of the Resilient Gorongosa Project (Phase II) based on the technical design already produced in phase I of the process. This position will collect and compile all secondary and primary data in the field and write the report narrative. The Consultant will be required to pull together and synthesize all the various data points, with a good understanding of the health and education sectors and have strong mixed methods research experience and an ability to write a study report. This is a short-term position, with an estimate of 22 days level of effort during the period of August and September 2024.
Responsibilities:
- Finalize the technical design of the evaluation that includes the detailed methodology, data collection methods, data analysis plan, dissemination plan, and resources plan.
- Make updates on the data collection tools and other related issues.
- Lead all technical aspects of the evaluation, including coordinating all necessary human resources and implementing data collection, supervision, and quality checks.
- Manage data collection firm to ensure data integrity and ethical considerations.
- Conduct the primary and secondary data collection in the field, based on the evaluation objectives.
- Conduct data analysis and triangulation.
- Write an evaluation report.
Qualifications:
- Minimum bachelor’s degree in development, international relations, sociology, anthropology, political sciences, or any related field is required. Master’s degree is preferred.
- Minimum 10 years of experience in project/program management and coordination is required.
- Minimum seven years of experience in conducting social intervention evaluations is required.
- Experience in facilitation of diverse groups and getting consensus is preferred.
- Ability to meet deadlines is required.
- Fluency in English is required. Fluency in Portuguese and knowledge of local language such as Sena or Ndau is preferred.
