We are seeking a Finance & Procurement Officer to support the delivery of the Australia Cambodia Partnership for Climate Resilience (ACP4Climate) program. The role will play a key part in ensuring sound financial management, procurement compliance and operational support across program activities, helping to deliver high-quality development outcomes in Cambodia.

The Opportunity
Join the Australia Cambodia Partnership for Climate Resilience (ACP4Climate), the Australian Government's flagship climate investment in Cambodia, supporting improved water resource management and climate resilience.
As the Finance & Procurement Officer, you will support the effective and compliant delivery of finance and procurement services across the program. Working closely with the Finance Specialist, Operations & Grants team and corporate colleagues, you will help ensure sound financial management, value-for-money procurement, donor compliance and strong operational systems that support program delivery.
This is an excellent opportunity for a finance and procurement professional looking to contribute to a high-impact development program while building experience in donor-funded project operations and financial management.
Key Responsibilities
- Support the day-to-day financial and procurement operations of a major Australian Government-funded development program.
- Process payments, reconciliations, financial reporting and record-keeping to ensure accurate and compliant financial management.
- Coordinate procurement activities, including quotations, supplier engagement, contract administration and purchasing processes.
- Maintain accurate financial and procurement records and support audits, reporting and compliance requirements.
- Monitor expenditure, assist with budget tracking and support risk management and financial controls.
- Build strong relationships with suppliers, partners and internal stakeholders to support efficient program delivery.
- Contribute to the continuous improvement of finance, procurement and operational systems and processes.
About You
You will be a detail-oriented finance and procurement professional with strong analytical skills, a commitment to compliance and accountability, and the ability to manage competing priorities in a fast-paced environment.
- Relevant qualifications in accounting, finance, business administration or a related discipline.
- Experience in finance, accounting or procurement, ideally within an NGO, development program or donor-funded environment.
- Strong understanding of financial management, compliance requirements and administrative processes.
- Experience using financial management systems such as QuickBooks and strong Microsoft Excel skills.
- Excellent attention to detail with the ability to maintain accurate records and manage competing priorities.
- Strong knowledge of procurement processes and documentation, ensuring full compliance with ACP4Climate policies, DFAT requirements, and audit readiness
- Strong communication and relationship management skills, with the ability to work effectively with diverse stakeholders.
- Professional written and verbal communication skills in both Khmer and English.
- A proactive, collaborative and solutions-focused approach with a commitment to high-quality work.
- Experience working on DFAT-funded programs or within climate resilience, environmental or international development initiatives will be highly regarded.
