Grants Specialist

We are seeking a Grants Specialist to support the delivery of the Australia Cambodia Partnership for Climate Resilience (ACP4Climate) program's grants portfolio. The role will play a key part in managing transparent, inclusive and effective grant processes that support local organisations, communities, private sector partners and government stakeholders to strengthen climate resilience across Cambodia.

The Opportunity

Join the Australia Cambodia Partnership for Climate Resilience (ACP4Climate), the Australian Government's flagship climate investment in Cambodia, supporting improved water resource management and climate resilience.

As the Grants Specialist, you will coordinate ACP4Climate's grants portfolio, supporting the full grants lifecycle from solicitation and partner selection through to implementation, monitoring, reporting and close-out. Working closely with the Grants Manager, technical teams and partners, you will help ensure grants are managed transparently, effectively and in compliance with donor and organisational requirements while supporting high-quality development outcomes.

This is an excellent opportunity for a grants management professional looking to contribute to a high-impact climate resilience program while working closely with local organisations, civil society, private sector partners and government stakeholders across Cambodia.

Key Responsibilities

  • Manage the full grants lifecycle, from planning and award through to implementation, monitoring, reporting and close-out.
  • Deliver transparent, competitive and inclusive grant processes for local partners.
  • Ensure compliance with donor and organisational requirements, including safeguarding, PSEAH, child protection, fraud control, GEDSI and risk management.
  • Coordinate grant agreements, due diligence, budgets, milestones, reporting, payments and related documentation.
  • Monitor partner performance, expenditure and compliance, and support audits and field monitoring activities.
  • Build partner capacity and provide guidance on compliance, financial management, safeguarding and reporting.
  • Collaborate across technical and operational teams and act as a key contact for grant recipients.

About You

You will be an organised and detail-oriented grants management professional with strong stakeholder engagement and problem-solving skills. You will enjoy working collaboratively with diverse partners and supporting effective, accountable and inclusive grant-making processes.

  • Bachelor’s degree in finance, business administration, management, international development, or a related field
  • Minimum 3–5 years’ experience in grants or partner fund management on donor-funded programs, with a sound understanding of the full grants lifecycle.
  • Strong knowledge of donor compliance, due diligence, financial management, risk management and audit requirements.
  • Experience working with local partners and supporting capacity strengthening initiatives.
  • Excellent communication skills in Khmer and English, with the ability to build strong stakeholder relationships.
  • Strong organisational skills, attention to detail and the ability to manage competing priorities.
  • Strong financial management skills, including budget review, expenditure monitoring, acquittals, forecasting, and financial risk identification.
  • Strong mentoring, problem-solving, communication, and capacity-building skills.
  • A collaborative, proactive and solutions-focused approach.
  • Experience working on DFAT-funded programs or within climate change, resilience, water management or environmental initiatives will be highly regarded.
