Environmental Compliance Specialist - Ukraine

Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Tetra Tech is seeking short-term technical specialists to strengthen environmental compliance systems for energy-sector procurement, delivery, and installation activities funded by the U.S. Government. This engagement focuses on environmental screening, mitigation planning, documentation, and compliance oversight under the approved Initial Environmental Examination (IEE) and Environmental Mitigation and Monitoring Plan (EMMP).
The Specialists will:
- Conduct environmental screening of procurement and grant-funded activities in accordance with 22 CFR 216, ADS 204, and approved IEEs and EMMPs.
- Prepare and review Simplified Environmental Review Forms (SERFs), Environmental Review Checklists (ERCs), Environmental Mitigation and Monitoring Plans (EMMPs), and Records of Compliance (ROCs).
- Support development and updating of program-level EMMPs.
- Review technical scopes of work and procurement documentation to ensure environmental, health, and safety requirements are integrated.
- Assess environmental risks associated with energy infrastructure equipment including transformers, substations, generators, gas systems, district heating assets, and heavy equipment.
- Provide technical guidance to procurement, engineering, logistics, and grants teams on environmental compliance requirements.
- Support installation and commissioning environmental oversight, including review of subcontractor site-specific mitigation plans.
- Assist in audit readiness and environmental documentation management.
- Coordinate with internal stakeholders and U.S. Government representatives, as required.
Minimum Qualifications Required:
- Master’s degree or higher in environmental science, environmental engineering, environmental management, or related field.
- Minimum of five years’ experience in environmental compliance for U.S. Government funded programs.
- Demonstrated experience applying IEEs, EMMPs, SERFs, ERCs, or environmental impact assessments for donor-funded projects.
- Practical working knowledge of U.S. Government environmental compliance requirements (e.g., ADS 204 / 22 CFR 216) and applicable Government of Ukraine environmental laws and regulations.
- Experience supporting infrastructure, energy, utilities, or construction related activities.
- Familiarity with energy sector environmental risk issues, including oil-filled equipment, gas systems, waste management, and occupational safety.
- Fluency in Ukrainian and full proficiency in English
