Project Summary:
The USAID/North Macedonia Partnership Against Corruption (PAC) activity intends to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption and for the government and other anti-corruption entities to take action to address corruption when it occurs.

Position Summary:
The E-Health Expert will perform a rapid assessment of the functionalities of the two existing e-health systems in the North Macedonia, “My Term” (Moj Termin) and “My Health” (Moe Zdravje). The Expert will be expected to conduct a rapid assessment of the two systems and map functionalities such as the types of service the systems are expected to deliver to citizens, what is actually delivered, and to identify gaps and inefficiencies, including areas vulnerable to abuse. The Expert shall develop a final report that provides actionable recommendations on detected deficiencies and how to address them in the short and mid-term. For this engagement, the assignment period is expected to be from October 2024 until November 2024, with 15 days level of effort required to perform the required responsibilities.
Responsibilities:
- Perform rapid assessment of Moj Termin system.
- Perform rapid assessment of Moe Zdravje system.
- Identify current data exchange points between the ICT systems of the Ministry of Health and the Health Insurance Fund, as well as other institutions in the health sector.
- Identify areas of the health system vulnerable to misuse, abuse, fraud, and corruption.
- Provide recommendations on short-, medium-, and long-term improvements of the health information system based on the findings.
- Provide recommendations on how the data from the core information systems in the health sector can be integrated to provide better services for the citizens.
- Provide recommendations on improving the health systems to deliver better services, reduce the risk of wrong professional decisions, and reduce the possible misuse and abuse of the systems.
- Deliver a final report in English.
Qualifications:
- Bachelor’s degree in ICT, economics, or medicine is required. Master’s degree is preferred.
- Minimum 10 years of experience in e-services, health information systems, financial investigations, and/or audits is required.
- Minimum five years of experience working with the health system in North Macedonia is required.
- Experience in delivering services in the public sector, with a focus in preventing corruption, strengthening integrity, and transparency of the public sector institutions is preferred.
- Experience in the development of at least one similar assessment in health systems is required.
- Knowledge of the legal and institutional framework of the health system in North Macedonia is required.
- Strong communication, analytical, report writing, and problem-solving skills are required.
- Ability to ascertain user needs, constraints, opinions, and ideas through active listening and transform them into structured functional and other requirements from the beneficiaries and the partners from the health sector is required.
- Fluency in English and Macedonian is required. Knowledge of Albanian is preferred.
