Proposal Summary:

MSI is preparing to bid on the USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project. The project anticipates providing a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness. This contract will result in strengthened Monitoring, Evaluation, and Learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. YCLE Follow On will contribute to the USG’s goal in Yemen of “laying a stronger foundation for a durable peace” and ensuring continued alignment and adaptive management among all Mission activities by providing services across five components: 1. Performance and Operational Context Monitoring and Verification Services 2. Evaluation Services 3. Surveys, Analysis, Assessments, and Reporting Services 4. Collaboration, Learning, and Adaptive Management Services 5. Program Support Services.

 

Position Summary:

MSI is seeking a Deputy Chief of Party with experience leading international development projects. The ideal candidate will have at least seven years of international development programming and management experience, and have strong experience in monitoring and evaluation, preferably of USAID projects. The DCOP plays a key role in supporting the program Chief of Party to effectively achieve the results defined in the contract. This position will be based in Aden Yemen. This position is contingent upon award.

Responsibilities:

  • Provide support in the implementation of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
  • Serve as the country representative to IRG.
  • Provide overall technical direction on fulfillment of all contract delivery requirements including reports.
  • Manage the work of project personnel and subcontractors to achieve project objectives and targets on a timely manner.
  • Serve as acting COP when needed with USAID, counterparts and stakeholders.

 

Qualifications:

  • Minimum seven (7) years of experience working in project management in developing countries, preferably including experience in the Middle East.
  • Master’s degree in public administration, international relations, economics, business administration, law or a related field preferred. Bachelor’s degree required.
  • Demonstrated experience managing diverse teams and working collaboratively across teams.
  • Previous technical experience in monitoring and evaluation of international development projects, preferably for USAID or another donor.
  • Demonstrated ability: to assemble, quickly and effectively, and to manage a highly-skilled, interdisciplinary team; to interact with and lead a broad range of governmental and non-governmental actors and institutions across sectors; and to implement detailed, organized, timely, accurate M&E programs.
  • Strong analytic, interpersonal, and team management skills.
  • Written and spoken fluency in English and Arabic fluency is required.
  • Experience in the M&E sector in Yemenis required.
