Project Summary:
The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the-ground, in-country oversight of USAID-funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds efficiently and cost-effectively, with a focus on 1) Performance and Contextual Monitoring and Verification Services, 2) Evaluation Services, 3) Analysis and Reporting Services, 4) Collaboration, Learning, and Adaptive Management Services, and 5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:
The Health Expert will support YCLE’s third party monitoring efforts through providing overall quality assurance for the Health Activity Monitoring. The Expert will also support in conducting direct observations, in-depth interviews with the health staff and health service providers and provide specialized analysis of the health training delivery and quality. The Expert will provide remote support to data collection teams and will contribute to enumerator training for health facility observation in line with core humanitarian health standards. The Expert will be Aden-based with the ability to travel to Abyan, Taiz, Lahj, and Hadramawt. The expected level of effort for this assignment is 24 days.
Responsibilities:
- Develop and update health monitoring tools and data collection instruments including six sets of tools.
- Conduct in-person observation of health interventions, including six in person site visits and two per quarter.
- Produce a final monitoring report for each site visit based on the analysis and the observation and produce actionable recommendations to improve the quality of training delivery including six monitoring reports.
- Conduct virtual orientation with field enumerators on conducting training observation and KIIs as needed.
- Support the monitoring process in line with the specified timeframes by YCLE which include one day for preparation, two days of data collection, and one day for reporting and not exceed four days per monitoring visit.
Qualifications:
- Master’s degree in a relevant field, such as medicine, public health, community health, global health, or social sciences required. Master's degree is preferred.
- Minimum seven years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, FP/RH, nutrition, and vaccination required.
- Experience working with a USG-funded health programs is desired.
- Experience with training material development on FP/RH, MNCH, Nutrition and other community health related topics.
- Experience with health-related assessment tool development is a plus.
- Experience in conducting training is desired.
- Understanding of community health services including FP/RH, MNCH, nutrition, and vaccination.
- Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
- Strong interpersonal, writing, and oral presentation skills is required.
- Strong command of Arabic and English is required.
