Project Summary:
The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The MozMEL Activity seeks to improve USAID Mozambique ability to design and manage evidence informed and local context-informed activities improved on a sustainable, long-term basis.

Position Summary:
The Accountant will report to the Director of Finance and Administration (DFA) and support the day-to-day accounting and finance tasks of the activity. This is a full-time position based in Maputo with travel as needed.
Responsibilities:
- Responsible for all the accounting and bookkeeping activities for the MEL Activity.
- Make calculations and processing of per diem, travel related payments.
- Ensure the accuracy and reconciliation of ledger accounts.
- Process payments for MSI local staff including salary payments, employee benefit payments, tax payments, etc.
- Provide all data and backups for the MSI financial reports to the DFA.
- Complete timely the field expenditure report (FER) with all the necessary backup documentation.
- Conduct bank relations with Standard Bank and other banks as necessary.
- Prepare payment vouchers and secure their authorizations before making any payment.
- Draft quarterly VAT reports.
- Complete wire requests for operating funds.
- Scan and file payment vouchers and supporting documents.
- Disburse and reconcile petty cash funds for Maputo and Nampula offices.
- Ensure all supporting documentation is included with a requisition before completing and submitting payments.
- Maintain records/payments with Government of Mozambique authorities.
- Maintain compliance on financial matters with Government of Mozambique laws.
- Work closely with MEL Activity staff to ensure they are aware of financial processes.
- Perform any other duties as required from time to time by the supervisors.
Qualifications:
- Bachelor’s degree in international development, finance, project management, or relevant field is required. Master’s degree is preferred.
- Minimum five years of progressive work experience in international development is required.
- Minimum three years of work experience with USAID is required.
- Experience with project management and budgeting required.
- Familiarity with FAR and USAID regulations required.
- Strong attention to detail, prioritization, and organizational skills required.
- Proficient in using Excel and QuickBooks is preferred.
- Fluency in Portuguese and English is required.
