Project Summary:

The USAID-funded West Bank Responding to Local Priorities (RLP) Activity seeks to improve stability in conflict affected areas in the northern West Bank. It aims to alleviate grievances, to strengthen communities’ abilities to withstand shocks and stressors, and to provide opportunities for youth impacted by violence and conflict. Managed under the GISR MENA mechanism, the Activity responds to immediate and emergent needs in specific geographic areas in the northern West Bank.

Position Summary:

The Meeting Facilitator will support the RLP Activity field team to plan and facilitate a 2.5 day pause and reflect session that will take place in Ramallah or Jericho in the West Bank. The Facilitator will work with USAID, contractor RLP leadership, and other project team members, to develop the agenda, plan individual sessions, and facilitate the workshop. The Facilitator will conduct staff interviews and/or surveys as part of the planning process and will provide a summary of findings and recommendations to the RLP leadership team based on findings from this process. The assignment will require remote work and travel to Israel and the West Bank. While in the field, the Facilitator will be authorized a six-day workweek but could vary to five-day workweek per USAID requirements. This position is expected to commence on October 1, 2024, and will conclude on November 8, 2024, to include remote preparation, in-country work, and post-workshop follow up, some of which may be conducted virtually. A maximum of 17 days LOE is budgeted for this assignment, including 14 working days and up to 3 travel days for travel to/from Israel or Ramallah.

 

Responsibilities:

  • Review key documents, including project scope of work, work plan, progress reports, MEL findings, and other information to be provided by the project team.
  • Propose goals and objectives for the pause and reflect, and inputs for questionnaires/guiding questions for interviews RLP team members based on discussions.
  • Co-create a schedule for the field visit with project leadership and USAID as well as finalize travel logistics.
  • Conduct RLP team interviews, including RLP leadership, RLP field staff, and other individuals as recommended by RLP leadership.
  • Conduct one-day site visits.
  • Finalize workshop agenda together with RLP leadership.
  • Assign facilitator roles and identify support needs.
  • Finalize facilitation plan and prepare/coach session facilitators as needed.
  • Finalize slides, handouts, or any other materials as needed.
  • Finalize workshop logistics together with RLP leadership.
  • Lead facilitation of sessions, co-facilitating and/or coaching other session facilitators as needed per facilitation plan.
  • Prepare a workshop report.
  • Debrief with RLP leadership.
  • Provide follow up consultation and input on experiences from other countries, strategic thinking for rapid response/stabilization projects, and other input as requested.

 

Qualifications:

  • Bachelor’s degree in a relevant field required.
  • Minimum five years of experience designing and/or supporting stabilization-focused programs of similar scope, size, and complexity required.
  • Experience with USAID-funded programs is strongly preferred.
  • Experience developing and leading strategic planning processes.
  • Experience in the Middle East region strongly preferred.
  • Ability to travel to Israel and the West Bank required.
  • Fluency in English required.
