Project Summary:
The Middle East and North Africa Monitoring, Evaluation, and Learning Services (MENA MELS) Activity delivers high-quality technical support for monitoring, evaluation, and learning to the Middle East Bureau, its ten field missions, operating units, and implementing partners. Project services include monitoring systems, evaluations, assessments and research; analysis and synthesis; learning and utilization; and MEL capacity building and training. Under MENA MELS, the MSI team will conduct an evaluation of the USAID/West Bank and Gaza (WBG) Small and Medium Enterprise Assistance for Recovery and Transition (SMART) activity. Launched in September 2021, SMART is a $40 million, four-year activity designed to rapidly recover the Palestinian small and medium enterprises (SMEs) and put them on a path towards revitalization following the unprecedented COVID-19 crisis and other economic shocks faced by the private sector. Furthermore, SMART aims to rapidly respond to the severe damages to, and losses of, the private sector in Gaza resulting from the May 2021 conflict and help jump-start the production cycle of affected firms that can sustain and increase employment opportunities and/or maintain or increase their market shares.

Position Summary:
The Evaluation Local Researcher will support the Team Lead, Senior Economic Evaluation Specialist, and other team members in carrying out all necessary tasks to complete the SMART evaluation. The Researcher will support the team in data collection planning and conducting data collection in-person. The Researcher may also contribute to reviewing literature, conducting interviews, and drafting sections of the evaluation report. The period of performance is from November 2024 -January 2025. The level of effort is expected to be around 25 days.
Responsibilities:
- Participate in data collection training.
- Support fieldwork planning including ensuring that data collection instruments are translated and finalized.
- Participate in data collection, including taking extensive notes during primary data collection and/or conducting key informant interviews and focus group discussions.
- Review data quality on ongoing basis and work with the Team Lead and the Senior Economic Evaluation Specialist to improve the data collection.
- Coordinate with the Team Lead and the Senior Economic Evaluation Specialist, including doing regular check-ins.
Qualifications:
- Bachelor’s degree in social sciences, international development, or related field is required.
- Minimum four years of experience in data collection required.
- Experience with private sector development in Palestine preferred.
- Experience working with USAID is preferred.
- Strong organizational, time management, qualitative, and analytical skills required.
- Ability to work well as part of a team, with strong interpersonal and communication skills is required.
- Ability to communicate technical information clearly and effectively with professionals required.
- Ability to travel in various areas of the West Bank and East Jerusalem required.
- Oral and written proficiency in English and Arabic required.
