Project Summary:

The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project will provide support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data will be analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:

The Disease Control Expert will work closely with Monitoring and Evaluation (M&E) Specialists to provide expert opinions on projects seeking to strengthen clinical antimicrobial resistance management and diagnostic capacity in certain healthcare institutions during the Field Monitoring Visits (FMV) in the selected regions of Ukraine. The assignments will focus on the design, planning, execution, analysis, and reporting of FMV efforts for projects implemented in clinics and regional disease control centers.

 

Responsibilities:

  • Contribute to the design, planning, and execution of field monitoring exercises related to disease control and combating Anti-Microbial Resistance (AMR) in the selected regions of Ukraine.
  • Design and review data collection instruments, including questionnaires for different target groups, to ensure that data to be collected during FMV is valid, reliable, and up to date.
  • Conduct primary data collection through observations, key informant interviews, and focus groups at partner assistance sites to ensure partner interventions are being performed as designed and partner data collection approaches are being implemented in the field with sufficient rigor to assess results where necessary.
  • Conduct and support data analysis and synthesize research findings into reporting.
  • Support the FMV report development and review process, especially regarding key learnings and suggested actions recommendations in sections of the report.
  • Provide expertise and guidance on best practices in disease control and combating anti-microbial resistance to the MEASURE team members and partners.
  • Collaborate with other team members to ensure the successful implementation of the FMV.
  • Contribute to other activities related to the FMV at the request of the management.

 

Qualifications:

  • Master’s degree in medicine, public health, microbiology, pharmaceutical sciences, or other related field, with an emphasis on AMR, is required. PhD is preferred.
  • Minimum 10 years of experience in disease control and antimicrobial resistance management, including clinical practice, research, education, and public health initiatives is required.
  • Experience in disease control, antimicrobial resistance, surveillance, and assessment tools required.
  • Knowledge of Ukraine’s Antibiotic Resistance Plan required.
  • Familiarity with LAARC methodology and WHO CAESAR surveillance network is an advantage.
  • Proficiency in report writing and Microsoft Office applications.
  • Ability to travel in Ukraine.
  • Strong written and spoken English and Ukrainian proficiency required.
