Project Summary:
The U.S. State Department-funded Monitoring, Evaluation and Audit Service for Ukraine (MEASURE) project provides support to the Office of the U.S. Assistance Coordinator for Europe, Eurasia and Central Asia (EUR/ACE) to oversee multiple areas of effort of non-humanitarian and non-military support for Ukraine and ensure the funds are directed toward the foreign policy and foreign assistance objectives for which they are intended. Monitoring data is analyzed and reported to all US Government (USG) partners involved in Ukraine assistance, Congress, and others. It will be used to make judgments as to the effectiveness of programs to meet USG foreign assistance objectives. Also, MEASURE will support US Government partners in having systems and frameworks in place to monitor the effectiveness of the assistance.

Position Summary:
The Evaluation Component Leader (CL) will be responsible for leading one or more components of the cluster outcome evaluations and will report directly to the Evaluation Team Leader (ETL). Each component will focus on a specific sector or group of implementing institutions within the broader evaluation. This may involve assessing multiple projects implemented by various U.S. Government (USG) and non-USG agencies through contracts or grants in related assistance sectors. This role includes contributing to the development of evaluation methodologies, coordinating data collection efforts with other evaluation team members, and analyzing collected data to support the drafting of the evaluation report. The Evaluation CL may supervise field consultants and will ensure high-quality, accurate evaluations across designated areas. The expected performance period is four months.
Responsibilities:
- Contribute to the design of the evaluation, including research approaches, methods, and work plans, in coordination with the ETL.
- Participate in meetings with key evaluation stakeholders, including USG partners, implementing partners (IPs), and other relevant agencies during the design and implementation phases.
- Assist in the development and refinement of data collection tools in collaboration with sector experts and evaluation team members.
- Lead or participate in data collection efforts across Ukraine, ensuring data quality and integrity throughout the process.
- Support regular check-in meetings with evaluation team members to share progress, insights, and emerging findings.
- Contribute to the analysis of collected data and the drafting of both the preliminary and final evaluation reports, ensuring all feedback from MEASURE, EUR/ACE, interagency partners, and IPs is integrated.
- Present key findings, conclusions, and recommendations to stakeholders, contributing to evaluation presentations and discussions.
- Provide oversight and guidance to field consultants to ensure evaluation tasks are completed efficiently and in line with project requirements.
- Ensure adherence to ethical standards and security protocols throughout the evaluation process, especially in high-risk or sensitive environments.
- Contribute to identifying lessons learned and best practices for future evaluations and programming improvements.
Qualifications:
- Master’s degree in social sciences or a related field is required.
- Minimum seven years of relevant experience in monitoring and evaluation, with a focus on managing or leading evaluations, is required.
- Experience in quantitative and qualitative research methods, including conducting literature reviews, semi-structured interviews, key informant interviews, and group discussions, is required.
- Experience in leading or supervising evaluation teams, including overseeing data collection and analysis, is required.
- Experience working in Eastern Europe, particularly in Ukraine, is preferred.
- Experience conducting evaluations for U.S. State Department or USAID-funded activities is preferred.
- Experience in the energy sector, economic development, infrastructure projects, or cybersecurity is preferred.
- Strong excellent communication, presentation, and advanced writing skills required.
- Fluency in written and spoken English required. Knowledge of Ukrainian or Russian languages is preferred.
