The Opportunity:

The Humanitarian Logistics Capability (HLC), based in Brisbane, plays a critical role in Australia’s rapid and coordinated humanitarian response across the Indo‑Pacific. We are seeking an experienced WASH Specialist to provide short‑term technical expertise to support the review, strengthening, and optimisation of WASH non‑food items (NFIs) held within Australia’s largest humanitarian warehouse.

This consultancy offers a unique opportunity to directly influence emergency preparedness by ensuring WASH supplies are technically sound, contextually appropriate, and aligned with global good practice — helping ensure humanitarian responses are safe, effective, and dignified.

The Program: Humanitarian Logistics Capability (HLC)

The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.

The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 50,000 people.

Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.

Scope of Work

The WASH Specialist will provide targeted technical inputs (up to 18 days total) to deliver the following outcomes:

  • Conduct a technical review of HLC WASH NFIs, including hygiene kits and related supplies, against SPHERE standards and good practice in the Indo‑Pacific context.
  • Undertake a comparative analysis of WASH kits and components used by other donors, INGOs, and humanitarian agencies.
  • Review existing WASH stock held at the HLC warehouse and assess relevance, quality, and suitability for emergency response.
  • Provide clear, practical recommendations on improved WASH kit configurations, specifications, and quality assurance.
  • Offer expert advice to HLC leadership on emerging best practice, innovations, and lessons learned in WASH preparedness and response.

Deliverables

Key deliverables will include:

  • A short activity plan outlining the proposed approach and report structure.
  • A WASH Review and Recommendations Report summarising findings and practical, implementable recommendations.

About You:

You are a senior WASH professional with strong technical judgement and experience working across emergency and development contexts. You are comfortable translating technical standards into practical recommendations that can be applied in logistics and supply chain environments.

You will bring:

  • Significant professional experience in WASH programming, including emergency response and preparedness.
  • Strong technical knowledge of WASH in emergencies, including hygiene kits, water treatment, sanitation items, and quality standards.
  • Experience conducting technical reviews, assessments, and comparative analyses.
  • Familiarity with humanitarian operations in the Indo‑Pacific or comparable contexts.
  • Excellent analytical and report‑writing skills, with the ability to synthesise complex information into clear recommendations.
