WASH Country Leads for WASHPaLS #2 Project in Vanuatu, PNG, and Solomon Islands – STTA
The USAID-funded global Water, Sanitation and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) #2 project, implemented by Tetra Tech International Development, is currently accepting expressions of interest for three WASH Country Leads to support a landscape assessment of water, sanitation, and hygiene (WASH) in the context of the Pacific Islands. Each of the three positions will be based in one of the following countries: Vanuatu, Papua New Guinea (PNG), and the Solomon Islands.
Project Description/Summary: The purpose of this assignment is to carry out a landscape analysis of the WASH situation, existing investments, opportunities, and challenges in PNG, Solomon Islands, and Vanuatu and to provide recommendations for priority strategic WASH investments in the short and long-term. The WASH Country Lead will lead assessment activities in their respective country, reporting to the Team Lead.
Responsibilities:
* Contribute to qualitative study design.
* Utilize existing relations with principal study counterparts in country, including government stakeholders, to lead research activities in one of the three focus countries.
* Leverage relationships across the WASH and international development sector to provide holistic assessment of national WASH activities/investments, challenges and potential pathways to solutions.
* Utilize knowledge of local contextual factors to assess the unique challenges of WASH implementation in target countries.
* Provide key inputs to assessment document, including recommendations for strategic investment in target countries.
* Participate in project communications (attend weekly meetings to provide technical insight and feedback as requested) and provide weekly feedback as requested.
Minimum Qualification Requirements:
* Minimum master’s degree or equivalent and 10 years’ experience in WASH.
* Strong technical writing skills with demonstrated experience in the lead authoring of technical documents designed for global audiences.
* Demonstrated in-depth knowledge of WASH systems (WASH services, system strengthening, WASH finances) in Vanuatu, Papua New Guinea or Solomon Islands.
* Experience in the successful management of scope and schedule of projects and project budgets.
* Experience developing excellent collaborative working relationships with cooperating country stakeholders, implementing partners, international organizations, and the private sector.
* Experience leading similar international programming or study efforts.
* Demonstrated fluency in English.
* Nationals of Vanuatu, Papua New Guinea, and the Solomon Islands strongly encouraged to apply.
