Utility Planning & Operations Manager – Indonesia
Essential KSA’s required (experience, skills, education, certification, etc.):
- Bachelor’s degree in Industrial Engineering and/or business management and/or finance and/or other engineering. If the candidate has management or finance background, very strong technical knowledge in power systems is required.
- Familiarity with:
- PLN’s decision-making structure, present SOP’s and KPI’s origins and interpretation.
- Structuring, origination, political interactions, and information integration to conform the RUPTL and RUEN.
- Indonesian accounting and balance exemptions for PLN, his PPA’s, cross-linked subsidy schemes and inter-ministerial cross accounting principles and recursive deficit allowances.
- Familiarity with current Indonesian and PLN’s standard planning and operations practices in traditional energy, renewable energy, energy efficiency and other advanced energy systems.
- 7+ years of professional experience working, directly or through external services, in/for operations and/or system planning of an electric utility, transmission system operator, or utility engineering services company, preferably with power system planning, corporate planning, and/or IPP’s.
- Present and/or analyze utility proposals for overall system, power capacity and network planning, investment, and rate regulatory/cost recovery proceedings.
- Power system assets techno-financial investment justification, recovery, and profitability analysis.
Valued but not required KSA’s:
- Familiarity with international primary energy spot and futures markets and delivery mechanisms.
- Familiarity with Indonesian financing mechanisms, used by PLN, for power sector assets and IPP’s.
- Familiarity with International Accounting, Auditing and Reporting Standards (IAS and IFRS).
- Cost of electricity services, revenue requirement analysis, and tariff setting methodology.
- Definition and cost estimation of ancillary services.
- Techno-Financial planning, costing and operations management of high-voltage transmission lines and substations including. interconnections, protection settings, reliability analysis and outage response.
- Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations.
- Familiarity with USAID procedures and practices for quality control, including monitoring.
