Utility Change Management Specialist – Indonesia

Managing Utility Change and Management task areas and activities including but not limited:

  • As instructed and guided by the Utility Services Director, liaise with SINAR contractors, counterparts (PLN, MoF, MEMR, MMI, among others) and other SINAR Objective leads to develop in-depth understanding of the present management practices, procedures, methodologies and political interactions driving the decisions of the national utility’s key management, at both TSO and DSO levels and their interactions. Areas of key interest for SINAR are such as balance sheet assets valuation and utilization towards loans and guarantees, origin and application of direct, indirect and cross-sector subsidies, financial deficit allowance and management strategies, legal basis for PPA’s enforcement, load forecasting methodologies, power sourcing dimensioning and financial justification, integration of renewable generation, grid planning options and decisions, dispatching methodology options and decisions, origin, ultimate purpose and intended interpretation of present of SOP’s (Standard Operating Procedures) and KPI’s (Key Performance Indicators), among many others, and to develop, present, justify and lobby for the adoption of improved management and decision making practices, as suggested by SINAR team, with whom he will actively interact.

  • Support SINAR Activities in liaising with PLN and GoI relevant decision makers to define, clarify and educate on the benefits of utility modernization and the utilization of advance energy systems.

  • Support the Utility Services Director in providing expert advice to PLN directors, senior managers and GoI relevant decision makers about international experience in utility operational performance improvement, standard business practices, assets planning optimization, cost recovery and their relationship with upgraded SOP’s and KPI’s.

  • Producing reports (white papers, studies, policy memo, assessment, analysis).

  • Participate, support and eventually conduct capacity building training for SINAR counterparts (PLN, MoF, Bappenas MEMR, MMI, among others) towards the reform and improvement of the utility’s management and operational decisions.

  • Development and implementation of project’s activities (work plan, ToR, capacity building, seminars and other activities), delivering certain technical outputs and monitoring deliverables, such as research and or literature review on energy finance topics, operational analysis, financial modelling, KPI’s modernization and third-party analysis.

  • Support Director Utility Services in producing SINAR project reporting administration and the senior management in the design, development and implementation of the Work Plan requested by the client.

  • Support all requested reporting by providing the necessary information while respecting the imposed timeline, milestone, and deadlines. That includes, but not limited to:

    • Monitoring & Evaluation plan.

    • Quality Assurance Surveillance Plan.

    • Work Plan.

    • Weekly & Bi-weekly reports. Quarterly Progress report.

    • Yearly report and SINAR’s Final report.

  • Support all budgetary exercise necessary for the project.


Essential KSA’s required (experience, skills, education, certification, etc.):

  • Bachelor’s degree in Business Management, Finance, Electrical Engineering, or other relevant field, with strong knowledge in power systems financial principles and business models or engineering principles and legal environment, as opposed to the main background, is required.
  • Familiarity with:
    • PLN’s decision-making structure, processes and considerations, present SOP’s and KPI’s origins and interpretation regarding decision making in the medium and lower levels.
    • Power system planning, design, and techno-financial modeling, inclusive of system’s inertia and distributed generation.
    • Indonesia’s political scene and influences regarding the power and finance industries.
    • Power system costing, recovery and revenue models and practices in Indonesia.
  • Familiarity with current Indonesian and PLN’s standard management of planning, finance, operations for traditional energy, renewable energy, energy efficiency and other advanced energy systems.
  • 5+ years of professional experience working, directly or through external services, in/for finance planning and/or management an electric utility, transmission system operator, or utility engineering services company, preferably with power system planning, corporate planning, and/or IPP’s.
  • Present and/or analyze utility proposals for overall management improvements, power sourcing optimization, generation replacement strategies and operations and network optimization, investment, and efficient cost recovery proceedings.
  • Power system assets techno-financial investment justification, recovery, and profitability analysis to support management changes.


Valued but not required KSA’s:

  • Familiarity with Indonesian financing mechanisms, used by PLN, for power sector assets and IPP’s.
  • Cost of electricity services, revenue requirement analysis, and tariff setting methodology.
  • Political and legal environment of the power industry in Indonesia.
  • Improved management changes in techno-financial planning, costing and operations management of decaying and replacement of assets, including reliability costing analysis and outage response.
  • Existing working relations with the Ministry of Energy and Mineral Resources, PLN, project and with developers, banks/financial institutions, GOI, provincial government, and PLN officials, developers, banks/financial institutions, and research and development and industry organizations.
  • Familiarity with USAID procedures and practices for quality control, including monitoring.
