Transport and Gender Specialists for the Indonesia Gender Integration Project

Tetra Tech is implementing the “Gender and social assessments of Projects and Development of Social and Gender Integration Plan (SGIP)” for MCA Indonesia Compact II. This position pertains to the Compact’s ATLAS (Advancing Transport Logistics and Services) project. The objective of the ATLAS Project is to improve transport planning and preparation in the target provinces, responding to the root cause of inadequate infrastructure project preparation. The project includes four activities:
- Transport Planning Reform Activity: This activity will develop two proof-of-concept multi-modal transport planning projects to influence the Government of Indonesia to embrace the necessary institutional, legal, and regulatory reforms required to mandate and mainstream a multi-modal transport planning approach.
- Good Practice Infrastructure Projects Activity: This activity aims to support five infrastructure projects, which are intended to demonstrate innovative and strengthened approaches to project preparation, structuring and financing, and procurement and implementation, so that subnational governments endorse and promote Public Investment Management Guidelines principles.
- Public Investment Management Guidelines (PIMG) Activity: This activity will create a public, online suite of Public Investment Management Guidelines for infrastructure, designed to improve the effectiveness and efficiency of public investment.
- Project Preparation and Delivery Facility Activity: This activity will provide project preparation, structuring, procurement, and project delivery support to sub-national governments.
Tetra Tech is seeking dynamic and experienced Transport and Gender Specialists to integrate gender perspectives into transport & logistics projects, transport planning, and policies.
The Specialists will:
- Support revision of existing gender action plans and produce a final detailed Gender Action Plan for the ATLAS Project. This includes refining the GAP and providing inputs of policy and regulatory issues and local government systems, tailoring the gender action plan to the 5 Provinces where ATLAS is being implemented through demonstration projects (Bali, South Sumatra, North Sulawesi, Riau Islands, and Riau).
- Develop a framework with a process for monitoring the progress of SGIP implementation that includes the mandatory annual review. This should make clear the supervision roles and specific indicators. The review process can include more milestones than the mandatory annual review and update of SGIPs.
- Support the development of tailored training modules on:
- gender responsive transport planning
- gender integration into public investment management guidelines
- women’s workplace representation and inclusive workplace policies
- gender-based violence in the workplace
- monitoring and evaluation of the gender action plans
- gender risks and mitigation activities identified across the project cycle for 5 demonstration projects
- Deliver identified training in person or online, to all related sector stakeholders, including MCA staff, local government, private sector stakeholders, and CSOs and report back on results.
Minimum Qualifications Required:
- A minimum of a master’s degree in a relevant field, such as social science, public policy, international development, gender studies, or anthropology.
- A minimum of 5 years’ experience working on inclusion, gender, and infrastructure, with a preference for prior experience in the transport sector.
- At least 5 years of experience working in multi-sectoral team, especially gender and transport sector experts.
- At least 5 years of experience working in developing countries, with prior experience in the South-East Asia region preferred.
- Experience with the financial sector will be a benefit, including experience with infrastructure finance.
- Ability to speak Bahasa is strongly preferred.
- Ability to travel within Indonesia.
