Project Summary:

The objective of USAID's Monitoring, Reporting, and Capacity Strengthening Contract for the Sahel (MRCS) is to establish and implement a third-party monitoring mechanism that is independent, impartial, responsive, contextualized, and forward-looking with operational support services. MRCS will work primarily in Burkina Faso and Niger to conduct third-party monitoring in predominantly insecure areas and ensure verification of outputs and outcomes, conduct evaluations/studies/assessments, support USAID's Resilience in the Sahel Enhanced initiative stakeholders to have functional national-level monitoring and evaluation working groups, and build capacity, particularly in monitoring and evaluation of relevant government offices/structures in Niger and Burkina Faso, as well as sub-national state institutions, local civil society organizations, community-based organizations, and implementing partners. To a lesser extent, and if the need arises, this mechanism will provide similar services in Mauritania, Chad, Cape Verde, Guinea-Bissau, and the Gambia.

Position Summary:

The Third-Party Monitoring (TPM) Reporting Consultant will support the ongoing TPM reporting on the MRCS project. The TPM Reporting Consultant will work closely with the MRCS field office TPM teams based in Niamey, Niger and Ouagadougou, Burkina Faso. The Consultant will also work closely with MSI’s headquarters Technical Director. This is a Short-Term Technical (STTA) not a full-time position. The Level of Effort is 60 days and can be extended depending on new assignments. The anticipated level of effort will take from December 1, 2023, to May 31, 2024.

 

Responsibilities:

  • Work with the TPM Managers and TPM Specialist to support the ongoing TPM report writing.
  • Use the monitoring raw and processed data to develop TPM reports using existing templates.
  • Support the capacity building of field staff on developing high quality TPM reports.
  • Review and finalize TPM reports drafted by MRCS field staff.
  • Draft TPM instruments for new modalities or new development sectors, as and when requested. 
  • Support monitoring of emergency and non-emergencies activities, including supporting outcome monitoring work.
  • Develop and review TPM findings presentations, as requested.

 

Qualifications:

  • Bachelor's degree in a relevant social science or related field is required.
  • Minimum eight years of experience in USAID monitoring and evaluation required, with preference for experience monitoring USAID humanitarian activities.
  • Experience working in complex, politically charged and unstable environments required.
  • Experience analyzing data required.
  • Good understanding of the humanitarian aid and development sector in the countries listed above required.
  • Professional level oral and written skills in English require. Ability to read French preferred.
