Tetra Tech is a leading provider of consulting, engineering, and technical services worldwide. Over the last year we served more than 17,000 clients in 400 offices worldwide. We are looking to expand our presence in Texas.

We seek an enthusiastic, senior level, client facing operations/program manager to expand our wide-ranging services within the Texas water market, with clients in the public works sectors of city, county, state, and federal agencies.  Tetra Tech is currently engaged in several high profile programs and projects related to complex flood reduction, stormwater quality, environmental sustainability, and hurricane recovery projects where we are currently working closely with the Government Land Office (GLO), Texas Department of Transportation, USACE, EPA, and other agencies. Our team is currently working on large scale, innovative solutions for the Texas coastal protection program as well as inland dam and levee safety programs and channel improvement projects, and we expect additional exciting opportunities will be captured as we serve the needs of Texas in the coming months and years ahead. 

We are looking for an experienced, senior-level manager that can (1) help build capability in our offices throughout Texas in the service of our programs and clients listed above, and (2) help lead the delivery of our current water resource program by leveraging our national reputation and expertise to further grow our Texas water market share.


  • Operations growth and establishment of an integrated bench of multi-disciplinary staff providing stormwater services, flood risk reduction, green infrastructure, and environmental sustainability. 
  • Regional management and recruitment of staff leading to office growth for the strategic delivery of Tetra Tech’s water services to clients in our Texas market.
  • Client account and program management for locally-, state-, and federally funded water programs. 
  • Work in partnership with the corporate and business unit marketing and business development departments to develop strategic market growth plans to increase revenue in the Texas water resources market.
  • Works closely with other infrastructure and other Texas operating units focused on water treatment, water supply, oil and gas, environmental remediation, and port facilities.
  • Assist with hiring and supervising additional key technical staff to support the growing programs in our Houston and San Antonio offices, as well as other offices throughout Texas. When appropriate, access technical resources from other parts of the company to provide the bench strength needed for successful project execution.
  • Financial management of the overall program to ensure key deadlines are met and top-quality products are delivered to our clients.
  • Provide technical leadership in strategic planning, engineering and design of complex and resilient flood risk management projects, flood mitigation projects following disasters, ecosystem restoration, sustainable and resilient infrastructure design, watershed planning, green infrastructure (GI), and stormwater best management practice (BMP) design. This requires the ability to conceptualize and develop innovative solutions to complex problems.
  • Responsible for ultimate client satisfaction and repeat business opportunities and will work with other managers and experts to market current clients and develop, identify, and attract new clients and recruit high-quality staff.

Requirements / Qualifications
  • Bachelor's degree in Civil Engineering or related discipline required. 
  • PE license in Texas.
  • Demonstrated supervision, leadership, and management of a large and diverse, multi-disciplinary work force.
  • 20+ years of engineering and civil design experience related to coastal resilience and flood risk management.
  • Client-facing experience with a range of municipal, state, and federal agencies in Texas with a working knowledge of their leadership, staffing, mission, and policies.
  • Ability to thrive in a fast-paced, team environment.
  • Flexibility in supporting a variety of roles that range from Operations Manager, Program Manager, and Client Strategist.
  • Able to effectively prioritize multiple tasks, and make independent decisions that promote/advance the company goals and objectives 
  • Strong client communication skills (written and oral), and ability to inspire and motivate multi-disciplinary technical staff
