The program

Aus4ASEAN Futures builds on the ASEAN-Australia Development Cooperation Program Phase 2 (AADCPII), a highly regarded program which has provided support to the ASEAN Economic Community (AEC) for 12 years. Aus4ASEAN Futures is embedded in the ASEAN Secretariat (ASEC) mobilising resources through an ASEAN trust fund account and using ASEAN procurement systems. This model of partnership and deep integration into ASEAN systems is highly valued by ASEAN and unique to Australia. It demonstrates Australia’s commitment to be responsive to ASEAN priorities and requests, and work as a true partner to ASEAN.

Tetra Tech has been appointed by the Department of Foreign Affairs and Trade (DFAT) as the Managing Contractor for the Technical Services and Support Program (TSSP).

The role

Working in a dynamic, collaborative environment with regional stakeholders and technical experts, the Technical Delivery Manager will drive high-quality outcomes, manage risks, and support innovative solutions—particularly across priority sectors such as Digital Economy and AI. Technical Delivery Manager will play a key role in ensuring the credibility, coherence, and effectiveness of TSSP technical delivery.

Key responsibilities

  • Manage and coordinate the technical delivery of Tasking Notes (TN) following Work Orders. Ensure outputs are delivered on time, within scope, and aligned with program requirements.
  • Coordinate technical experts, consultants, and partners to deliver coherent, evidence-based inputs. Ensure alignment with approved methodologies, workplans, and quality standards.
  • Work closely with key stakeholders to support integrated planning and delivery across ASEAN Member States. Ensure strong coordination and alignment with program objectives.
  • Identify, manage, and escalate technical risks and issues, proposing practical mitigation measures to ensure delivery quality and program integrity.
  • Ensure technical activities comply with donor policies, contractual obligations, and governance requirements, including value‑for‑money principles and accountability standards.
  • Contribute to regular technical reporting, including progress updates, inputs to donor reports, and internal documentation, ensuring accuracy, clarity, and alignment with agreed indicators and outcomes.

Selection criteria

  • Bachelor’s or higher Degree in economics, public policy, computer science or IT, international development, or a related field.
  • Master’s degree in a relevant field.
  • Minimum 5-7 years’ experience working in international development, preferably project managing government-funded programs.
  • Prior working experience in DFAT or a DFAT-funded program in Southeast Asia is highly desirable.
  • Good understanding of international development sector, especially in digital economy or AI issues in Southeast Asia.
  • Demonstrated skills in designing and implementing business systems and/or conceptualising program monitoring tools.
  • Strong ability to draft, edit and review written deliverables and technical outputs.
  • Knowledge of DFAT reporting and quality standards.
  • Comply with, and advocate for, DFAT’s policies on cross-cutting issues, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguard.
