Qualifications:

* University degree (Bac +4 or bachelor’s degree) in political sciences, law, sociology, public administration, management, economics, geography or similar discipline; advanced degree preferred.

* 10 years' professional experience (bachelor’s level) or 7 years' professional experience (master’s level) in local governance, decentralization, community involvement or public administration.

* Proficiency in French (speaking and writing) is required. Understanding of English is a plus.

* In-depth experience in writing high-quality technical reports for international development projects and/or programs of donors (e.g. USAID, World Bank, UNDP, etc.) preferred.

* Ability to live and work in local communities in the Republic of Guinea

* Proven experience in coaching and supervising technical staff
