Technical Advisor for Quality Management (TA-QM)

Position Summary:
Under the direct supervision of the Tetra Tech Task Order Leader (TOL), the TA-QM leads on support to the UXO Lao Headquarters (HQ) QM Unit and all elements of the Tetra Tech project’s internal Health, Safety, Security, Environmental, and Quality (HSSEQ) compliance and reporting responsibilities.
The TA-QM is responsible for confirming that UXO Lao’s QM function is delivering fit-for-purpose functions and is helping to drive improvements in UXO Lao’s delivery of international-standard operational methodologies and results. The TA-QM will analyze and evaluate all United States Department of State, Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA) funded operational activities for UXO Lao. Additionally, the TA-QM will oversee administrative, financial, logistics, procurement, asset management, human resources (HR) documentation, and field reporting for all PM/WRA outputs and assets. The TA-QM will produce analytical reports for PM/WRA, Tetra Tech, and UXO Lao Management. They will support the National Regulatory Authority for the UXO/Mine Action Sector in the Lao PDR’s (NRA’s) Quality Management unit as requested.
Essential Job Functions:

• Assist with the management of UXO Lao QM procedures, as well as HR, Logistics, and Finance.
• Assist UXO Lao to implement electronic recording and tracking to capture all QM issues to assist in the identification of corrective actions and solutions.
• Support and join the UXO Lao QM Unit and mobile QM teams with planned monitoring and evaluation inspections/audits of UXO Lao provincial HQ and other field activities.
• Provide written assessments and follow-up to QM and Monitoring and Evaluation (M&E) inspections and the appropriate responses to rectify problems or non-conformities identified. This includes assistance to UXO Lao Operations and other relevant HQ units.
• Provide assistance to improve the targeting of QM inspections based on the analysis of operations data and linked risk assessments.
• Ensure that the scope of UXO Lao QM is complementary with wider program UXO Lao and NRA M&E management needs and activities.
• Support to the M&E of UXO Lao and the NRA’s U.S.-funded activities through desk assessments or field visits.
• Support the UXO Lao Information Management unit and the TA-Information Management (IM) with the analysis and correction of historic Information Management System for Mine Action (IMSMA) data as required.
• Support operations staff at the HQ and provincial level in analyzing and validating operational information and monitoring and evaluating operational outputs.
• Support UXO Lao with maintaining and updating Standard Operating Procedures (SOPs) and other documentation, ensuring UXO Lao remains current with any changes to National Standards, UXO Sector policies, strategies, or introduction of new technologies.
• Assisting the NRA QM/Operations Units with the management of QM inspections (planning, implementation and follow-up).
• The TA-QM will also be responsible for the Tetra Tech project’s internal HSSEQ compliance, ensuring that project activities and reporting align with Tetra Tech corporate policies, client requirements, and applicable regulatory frameworks.
Required Qualifications:
• Must be EOD 3+ qualified from an accredited training facility of a military school
• Experience of managing project-level adherence and reporting against client and corporate HSSEQ frameworks
• Minimum of 10 years combined experience in EOD, Humanitarian Mine Action (HMA), and or Commercial Demining
• Experienced in overseeing complex operational planning, monitoring, and reporting activities within complex high-volume/high-risk environments.
• Excellent people management experience with proven ability to lead, develop, and manage national and international staff.
• Motivated, self-aware, humble and committed to high-quality standards.
• Fluent in written and spoken English.
• Ability to live and work in remote locations.
• Excellent communication and presentation skills.
Preferred Qualifications:
• Associate’s or Bachelor’s degree is preferred for senior-level positions.
• Knowledge of Host Country requirements and culture.
• Relative experience in Southeast Asia required, Laos preferred.
• Home base in Southeast Asia (highly preferred).
Physical Requirements:
• This role requires the ability to work in challenging field conditions, including prolonged periods on uneven terrain in a hot and humid climate.
• Must be physically robust, capable of sustained activity under intense operational demands, and able to function effectively in environments focused on explosive ordnance disposal.
Work Environment / Environmental Factors:
• During country visits, the successful candidate will be deployed on 2-3 week-long field deployments to monitor and evaluate UXO Lao HMA operations, with the remainder of the time being office-based.
Additional Information:
• This is a remote-based position, with work primarily undertaken from the successful candidate’s home base.
• The role requires periodic in-country travel to Lao PDR; the frequency and duration of visits will be determined by project needs and the candidate’s base location.
• Outside of in-country assignments, the TA QM will provide remote technical leadership, mentoring, and advisory support to the project’s national partners: UXO Lao and the NRA, and line-manage a Lao national Tetra Tech team member.

Pay commensurate with experience.
