While working to achieve N3B LLCC objectives, Surface and Storm Water Operations Manager will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety and security an integral part of every task; including taking the necessary steps to stop work if continuing the task is unsafe or compromises security.

The Surface and Storm Water Operations Manager is the first line supervisor and is responsible for coordinating personnel, resources, and materials to ensure that project work tasks are completed expeditiously in a safe, high quality, and cost-effective manner. The Surface and Storm Water Operations Manager oversees daily operations, revising procedures and staffing needs, to meet the expectations of the Environmental Remediation Water Program customers and management.

•    Responsible for ensuring successful implementation of large scale, site-wide surface and storm water monitoring, BMP installation, construction and maintenance, coordinating site inspections, and maintaining equipment.
•    Coordinates staffing and activities to ensure scheduling of work assignments, setting of priorities, and maintains close direction of subordinate employees.
•    Monitors planning, organization, direction, and control of work activity of staff as prescribed by professional standards; recommends and revises work procedures to meet need. 
•    Delegates direct responsibility to staff.
•    Responsible for staffing, including hire/fire, discipline, and annual performance evaluations.
•    Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
•    Maintains project work site in compliance with applicable work documents for health, safety, fire and environmental codes and regulations; initiates required corrective actions.
•    Identifies staff development and training needs and ensures that training is completed in a timely manner.
•    Provides appropriate and proactive interaction with other departments to ensure proper notifications of permit requirements, support needs, and activities are coordinated and have no adverse impact to project schedule, scope or budget.
•    Coordinates staff schedules to cover operational hours of the organization.
•    Reviews contracts, monitors activities of subcontractors, and consults with procurement staff to ensure compliance with contract specifications. 
•    Coordinates procurement requests with appropriate staff and management.
•    Provides input into the development of long-range budget and planning information. Solicits input from subordinate staff.
•    Resolves issues related to successful conduct of operations.
•    Verifies the implementation of, and adherence to required safety and quality programs by staff.
•    Primarily interacts with T2S staff and management, and internal and external stakeholders as needed.
•    Other duties, as assigned.

•    Bachelor's degree in Science, Engineering or related technical discipline, or equivalent.
•    5 years of related experience; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
•    Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving water monitoring and compliance, corrective actions, environmental services, remediation services, and/or ecological services. 
•    Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them. 
•    Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
•    Ability to communicate effectively at all levels. 
•    Ability to develop and lead large projects, including defining scope, budget, objectives and methods.
•    Ability to train and mentor junior staff.  
•    Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.
•    An advanced level of communication skills, reasoning ability, problem solving and interpersonal skills necessary to perform essential functions of the job. 
•    Ability to work in a team-oriented project environment.
•    Familiarity with the LANL site, access requirements, general employee requirements, and work environment preferred.
Working Conditions and Physical Requirements (Light Work):
•    While performing the duties of this job, the employee is regularly required to talk or hear.
•    The noise level in the work environment is usually quiet to moderate.

•    Individuals must be able to perform the essential functions of the job with or without reasonable accommodation.

•    This position may require a physical fit-for-duty screen as well.
