Supply Chain Subcontracts Manager - Ukraine

Project Summary
Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.
Position Summary

Position Responsibilities
· Lead the development, negotiation, and execution of strategic supply chain subcontracts and framework agreements. · Establish and maintain strong relationships with subcontractors. · Identify opportunities to mitigate supply chain disruptions, enhance efficiency, and reduce costs through the development and implementation of subcontracting mechanisms. · Proactively collaborate with the procurement team to identify potential risks associated with critical or complex subcontracts and develop contingency plans to address potential supply chain disruptions. · Ensure that all subcontracting activities comply with USAID requirements, producing regular reports and documentation for internal and external stakeholders as needed. · Work with Sourcing Specialist and Vendor Data Analyst to identify opportunities for long-term agreements with vendors that can enhance procurement efficiency and reliability. · Work closely with internal teams and external partners, including Ukrainian government bodies, to align strategic supply chain subcontracting activities with project goals and industry requirements. · Support the collection of subcontractor performance metrics to drive continuous improvement and optimize processes for better results. |
Qualifications
· Bachelor’s degree in Law, Contract Law, Business Administration, or a related field (or equivalent experience). · At least 3 years of experience in subcontract management, procurement, or supply chain operations, with a strong background in managing complex subcontracting processes. · Demonstrated experience in managing Ukrainian subcontractors, including performance improvement initiatives, supply chain risk mitigation, and logistics coordination. · Familiarity with USAID procurement regulations and compliance standards is preferred. · Proficient Microsoft Office skills (Excel, Word, and PowerPoint). · Excellent written and verbal communication skills in English and Ukrainian, with the ability to work effectively with diverse teams and stakeholders. · Strong analytical skills and a proactive approach to identifying and solving subcontracting issues. · Proven ability working with international teams and fostering an inclusive and collaborative work culture |
