Proposal Summary:  
The purpose of this Task Order is to conduct a mid-term evaluation of the performance of the YouThink Activity in North Macedonia. The evaluation focuses on examining the technical approach of media literacy and resilience to disinformation activity, examining its design adequacy, contextual fit within the education system, and the recently revised USAID North Macedonia Country Development and Cooperation Strategy (CDCS) 2020-2027. 

 


Position Summary: 
The Subject Matter Expert will work in design and implementation of the YouThink Activity mid-term evaluation. The SME will work alongside the Team Leader to implement all stages of this evaluation, including literature review, data collection instrument development, interpretation of findings, development of conclusions and recommendations for activity direction. This is a short-term consultancy position with anticipated level of effort of 32 days over 4 months, including travel to North Macedonia for key informant interviews. The position will be remote and will require travel to North Macedonia. This position is contingent upon award.

 


Responsibilities:

  • Contributes to desk research and provides inputs for an evaluability assessment.
  • Contributes subject matter expertise to the finalization of the evaluation design including evaluation methodology, content focus of data collection instruments, data collection and analysis plans, work plans and other relevant sections.
  • Support team lead in conducting key informant interviews in-country.
  • Provide input to interpretation of data during the analysis stage.
  • Contribute to drafting sections of all evaluation reports and dissemination materials.
  • Participate in dissemination efforts for the evaluation findings, as requested.

 

Qualifications: 

  • Master’s degree in political science, journalism, or a related field required.
  • At least ten (10) years of experience as a technical advisor, DCOP or COP designing, managing and implementing of projects in LMICs focused on media literacy-related youth programming, with at least five years of that experience on donor-funded projects. USAID experience preferred. 
  • Prior work experience in Eastern Europe required, Balkans or North Macedonia highly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English required, proficiency in local languages preferred.
