Tech2 Solutions (T2S) is a critical subcontractor on the N3B Los Alamos LLC team and will be providing program management and technical services in support of the ground & surface water monitoring program at the U.S. Department of Energy’s Los Alamos National Laboratory. T2S is adding an experienced Subcontract Technical Representative (Drilling). While working to achieve N3B LLCC objectives, will ensure that all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure contractual, procedural and regulatory compliance; and make safety and security an integral part of every task; including taking the necessary steps to pause or stop work if continuing the job is unsafe or compromises security

Essential Job Functions:
- Maintains required safety and security training, assures safety and security compliance, and makes safety and security and integral part of every task.
- Oversees and monitors performance of subcontractors performing complex subcontracts.
- Assists subcontract administrators with the development of Request for Proposal (RFP) packages.
- Provides technical advice, guidance and counsel to project or program personnel as assigned on specific projects by providing the resolution of technical questions arising in the assigned subcontract.
- Coordinates arrangement for subcontractor site access.
- Provides daily coordination with project subcontractors.
- Facilitates and often leads project progress meetings.
- Maintains daily reports of subcontractor’s activities.
- Evaluates subcontractors’ progress and reviews subcontractor invoices for approval.
- Reviews all document submittals (shop drawings, submittals, product data, and samples) provided by subcontractors.
- Provides field management and enforcement of cost and schedule, technical, and environmental health and safety subcontract performance within the terms of the subcontract.
- Responsible for the management of subcontractors in their performance of subcontracted work scope from conception to closeout.
- Other duties as assigned.
Minimum Qualifications:
- Bachelors Degree in science.
- Minimum of eight years of related experience.
- Experience overseeing and monitoring subcontractor performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE) requirements.
- Provides guidance to less experienced subcontract technical representatives in the management of subcontractor performance.
- Lead the evaluation of subcontractor change proposals and preparation of change order proposals to the client.
- Must possess a valid driver’s license with a clean driving record without restrictions.
- Must be a U.S Citizen.
Other Desirable Knowledge and Experience:
- Demonstrated experience in managing subcontractors in their performance of complex subcontract activities.
- Proficiency in supporting the formation and administration of subcontracts including statement of work development, bidder pre-qualification, bid evaluation, subcontractor performance monitoring, back charge procedures, resolution of claims and disputes, and other such related steps.
- Proven work experience and knowledge of environmental sampling and maintenance practices, applicable government and industry regulations, standards and practices.
- Proven experience and knowledge in the operation and repair of facility support systems including HVAC, electrical, and mechanical systems, drawings and schematics.
- Expertise in Microsoft Office WORD, EXCEL and POWER POINT.
- Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining actions to be performed on problems affecting facility maintenance and site service type subcontracts.
- Demonstrated experience interacting effectively with customers, co-workers, and managers. Demonstrated record of commitment to a working environment of quality.
- Experience in Project Management and administration of the technical performance of subcontracts, from bidder pre-qualifications, through subcontract closeout.
- Working level knowledge of subcontract policies and procedures.
- Excellent communication skills, both verbal and written.
- Have a strong familiarity with the Work Management processes and procedures including subcontractor proposal evaluation and preparation of proposals to the client.

Compensation:
Pay commensurate with experience.
Pay Range: $105,000-$125,000 annually
