Proposal Summary:
Tetra Tech is recruiting a Social Development and Gender Expert for an anticipated assignment supporting the World Bank–financed Abuzabal Dumpsite Closure Project, a 28‑month effort focused on shaping and safely closing the existing dumpsite using geo‑synthetic materials, along with installing gas and leachate collection systems for the solid waste body. The project will be managed by the Ministry of Environment as part of its Greater Cairo Air Pollution Management and Climate Change Project.
As subcontractor to an Egyptian construction firm, Tetra Tech will be responsible for providing environmental health and safety monitoring, advisory and compliance services in support of the lead contractor’s obligations under the main contract for the Abuzabal Dumpsite Closure Project. The project will integrate social development and gender considerations ranging from stakeholder engagement and protection of children and vulnerable people to livelihood restoration and skill-building programs for waste pickers. The project will align with the World Bank Environmental & Social Framework (ESF), Environmental & Social Impact Assessment (ESIA), Environmental & Social Management Plan (ESMP), applicable Egyptian laws and regulations, and international best practices.

Position Summary:
The Social Development and Gender Expert will lead the social and gender risk management activities of the Abuzabal Dumpsite Closure Project. The expert will ensure the effective integration of social development, gender equality, and stakeholder engagement considerations throughout project implementation. Responsibilities include monitoring social commitments, supporting the preparation and application of social safeguard instruments, facilitating stakeholder engagement processes, and ensuring functioning grievance mechanisms for community members and project workers. The expert will also guide the integration of gender considerations and assist in addressing Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH) risks in compliance with World Bank Environmental and Social Standards.
Responsibilities:
- Monitor implementation of social commitments under the project and ensure compliance with World Bank social safeguard requirements.
- Oversee the preparation, updating, and execution of project social instruments.
- Lead stakeholder engagement activities, conduct consultations, and continuously assess updates needed for the Stakeholder Engagement Plan.
- Support and monitor the community and worker grievance mechanisms, ensuring safe, confidential channels for reporting, including for gender based violence (GBV) and SEA/SH concerns.
- Integrate gender-responsive approaches into project activities and ensure gender‑based risks and opportunities are adequately addressed.
- Provide social development guidance for construction‑phase activities, with specific attention to vulnerable groups such as waste pickers.
- Collaborate with engineering, environmental, and HSE teams to ensure coordinated management of social issues.
- Contribute to monitoring, evaluation, and reporting on social development indicators.
Qualifications:
A Post Graduate Degree in social development or a related field.
Minimum 7+ years of experience as a leading social development and gender specialist in similar context, preferably in the solid waste management sector.
Experience with World Bank ESF (especially ESS1, ESS5, ESS7, ESS10) preferred.
Strong understanding of gender mainstreaming and SEA/SH mitigation in development projects.
Demonstrated experience working with vulnerable groups, including informal waste workers.
Strong analytical, planning and project management skills, including supervisory management experience.
Experience in monitoring and evaluation.
Demonstrated ability to implement a grievance mechanism system including reporting and documenting grievances.
Demonstrated experience in labor management plans and understanding gender and social risks.
Knowledge of Egyptian national environmental legislation and World Bank Environmental & Social Standards or equivalent.
Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
Fluent in Arabic; Strong spoken and written English skills.
