Tetra Tech is seeking a Site Safety Health Officer to support the Bien Hoa Dioxin Remediation Project. The location of this position is Bien Hoa, Vietnam and estimated duration of the assignment is two years.

Essential Job Functions:

The following duties are considered essential to the role. Reasonable accommodation may be made to enable individuals with disabilities to perform these essential functions:

Construction Health & Safety Leadership

  • Serve as the Lead Health and Safety Specialist for remediation, treatment, and civil works activities

  • Lead day-to-day health and safety oversight ensuring contractor compliance with the site-wide Health and Safety Plan (HASP) and approved construction contractor HASPs

  • Review, approve, and monitor contractor Activity Hazard Analyses (AHAs), lift plans, fall protection plans, silica exposure controls, and other construction safety documentation

  • Be proactive in identifying and evaluating safety and health hazards in the construction and remediation industries, particularly those associated with USACE EM 385-1-1 and OSHA’s Focus Four hazards – falls from elevations; struck-by equipment and loads; caught in excavations and machinery; and electrocutions, as well as company focus hazards including overexertion and environmental issues

  • Keep current with developments in and interpretation of Environmental Occupational Health & Safety and Quality standards and regulations

  • Conduct routine field inspections, safety audits, toolbox talks, and site onboarding for project personnel

  • Be able to work productively with all members of the project team including employees, management, subcontractors and client personnel

  • Monitor adherence to project plans and specifications; ensure implementation of documentation requirements

  • Identify unsafe conditions and practices, recommend corrective actions, and verify timely resolution

  • Work with Health and Safety Director on implementation of programs

Construction Quality Assurance & Construction Management Support

  • Contribute to the development, implementation, and maintenance of the CQA Plan for remediation activities

  • Support construction management and oversight of treatment systems and civil works

  • Review contractor reports related to health, safety, and construction activities

  • Provide technical support during construction implementation.

Environmental Monitoring & Health Surveillance

  • Support environmental monitoring and management activities, including review of contractor Sampling and Analysis Plans (SAPs) and Environmental Monitoring and Management Plans (EMMPs).

  • Review contractor environmental monitoring data and provide technical input on compliance and corrective actions.

  • Support health surveillance programs.

  • Provide technical assistance related to waste handling, contaminated materials management, and monitoring requirements.

Coordination, Stakeholder Engagement & Capacity Building

  • Work closely with local partners, Government of Vietnam counterparts, and the home office team to ensure timely and compliant delivery of project activities.

  • Participate in coordination meetings, site walks, and technical discussions with client representatives.

  • Support capacitybuilding efforts related to health, safety, and environmental management.

Required Qualifications:

We are seeking motivated individuals who are passionate about health and safety and thrive in collaborative environments. Ideal candidates will possess:

  • Bachelor’s degree in occupational health and safety, environmental science, engineering, or a related discipline

  • Minimum 15 years of progressive experience in construction health & safety, environmental remediation, or related fieldbased roles

  • Five years of professional experience with hazardous material handling as health and safety officer

  • Demonstrated experience preparing, reviewing, and enforcing HASPs and contractor safety programs

  • Strong working knowledge of construction safety, hazardous materials operations, and field compliance

  • Strong verbal, written, and interpersonal communication skills

  • Ability to work effectively in fieldintensive, international, and multicultural environments

  • Willingness and ability to live and work on a longterm international assignment in Vietnam

  • Must have completed the following training:

    • 40hour HAZWOPER

    • 40-hour USACE EM385-1-1

    • 30-hour OSHA construction safety and health training

  • Ability to drive on an regular basis is required. In order to do this, you will need a valid driver’s license, pass a motor vehicle record (MVR) background check, and maintain a safe driving record.

Preferred Qualifications:

  • Construction Health and Safety Technician (CHST) Certification, Certified Safety Professional (CSP) and or Certified Industrial Hygienist (CIH)

  • Extensive experience on hazardous waste, chemically contaminated site, or dioxin remediation projects

  • Experience supporting thermal remediation systems, oxidizers, kiln (PCBs), water and wastewater treatment systems, and hazardous waste treatment facilities

  • Background combining health & safety leadership with construction management, superintendent, or field inspection experience

  • Experience working on active military bases or restrictedaccess sites

  • Prior longterm international assignment experience in similar country context

Physical Requirements:

  • Ability to stand and walk for extended periods while conducting field observations

  • Ability to climb stairs and ladders and navigate uneven terrain to reach equipment and system locations

  • Ability to use hands/fingers to handle or feel. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer

  • Successfully obtaining medical clearance, by our third party medical consultant, as required by this position.

Work Environment / Environmental Factors:

  • Construction Site Environment

    • Majority of work occurs on or around an active construction site in various stages of completion.

    • Exposure to construction-related noise, dust, fumes, and vibration.

    • Regular interaction with contractors, equipment, and construction activities.

    • Required use of personal protective equipment (PPE), including but not limited to: hard hat, safety glasses, high-visibility vest, safety footwear, and hearing protection as needed

  • Office Environment. Work will be split between a project office/field office environment (for document review, reporting, and meetings) and field/site locations (for witnessing tests and observing system performance).

  • Travel and Living Conditions. Requires international travel and deployment for up to one year; long-haul flights and time-zone changes should be expected; Employee will typically reside in secure, project-approved accommodations (e.g., compound or similar housing).

Additional Information:

  • Employment Type. The position is full time regular, 40 hours per week. Additional paid overtime is available with manager approval
  • Work Schedule. Standard hours are 8:00am to 5:00pm five days per week, extended work week may be necessary during peak construction season
  • Work Location. The work location is Bien Hoa, Vietnam
  • Travel: International travel required, must have valid passport with two years remaining before expiration
  • Salary and Benefits. The base salary range for this position is $140,000 to $178,000. Additional allowances will also be provided in accordance with DSSR guidelines. In addition, housing will be provided.
