Proposal Summary:
This activity will provide third party monitoring services to monitor reconstruction projects in Ukraine supported by the World Bank. The TPMC will perform monitoring services in environmental and social framework (ESF), procurement, and financial management including verification that the projects’ financial management and procurement arrangements comply with World Bank requirements, and that the physical implementation of projects is in accordance with signed contracts and approved ESF instruments, which are prepared based on the requirements of the World Bank ESF and relevant laws and regulations of Ukraine. Projects to be monitored include those focusing on rebuilding railroad bridges, rebuilding electrical power plants and providing loans to agricultural enterprises.

Position Summary:
The Senior Transport Engineer will be a vital contributor to the World Bank’s (WB) project focused on monitoring and supervision functions for reconstruction projects related to modular bridges and transportation. With experience in structural design and construction, the Specialist will conduct site visits to assess compliance with World Bank requirements and provide recommendations to address any identified issues. This full-time position will be based in Kyiv, Ukraine, for a one-year term, contingent on funding with likelihood of extension.
Responsibilities:
- Undertake announced and unannounced site visits to modular bridge production and installation sites (subject to safety/security risks) to validate reporting from implementers.
- Assess the manufacturing facility environmental protection and employment policies for compliance with the purchasing contract and ground-truth production reports.
- Undertake spot checks of modular bridge storage locations to validate reports regarding bridge delivery and inventory held in stock.
- Undertake spot checks of Field Service Representative training activities to assess compliance with contract terms relating to the supply of modular bridges.
- Where requested by the World Bank, undertake data gathering or spot checks on any aspect of the project where additional information may be needed to support the Bank’s supervision requirements.
Qualifications:
- Bachelor’s degree in civil engineering, transportation engineering, or a related field.
- Minimum of ten years of practical experience in project management in the field with a good understanding of transport infrastructure and systems.
- Good understanding of World Bank’s procurement guidelines, contract management and technical specifications in the transport sector.
- Demonstrated ability to work in and travel to targeted areas.
- Excellent command of the English Language (reading, writing and speaking).
