Purpose & Scope of the Role
As a Senior or Principal Engineer within the Development Management Implementation (DMI) team, you will play a pivotal role in delivering highways and transport services under Tetra Tech’s long-term Professional Services Contract with Hertfordshire County Council. Operating within a collaborative “One Service” model, you will lead on technical delivery, provide expert advice on development proposals, and support the management of a multidisciplinary team. The role combines leadership, project delivery and technical oversight, ensuring schemes meet required standards while supporting sustainable development across the region.

You will influence how developments are planned, designed and delivered by providing robust technical guidance and leadership. Acting as a key interface between stakeholders, developers and delivery partners, you will ensure high-quality, compliant and efficient highway solutions. Your contribution will enhance service delivery, strengthen team capability and support the successful delivery of infrastructure that benefits local communities.
Core Capabilities
Technical Expertise
Extensive experience in highway design, including Section 278 and Section 38 agreements
Strong understanding of development-led infrastructure and adoption processes
Project & Programme Management
Proven ability to manage projects, including work programming, budgeting and cost control
Experience overseeing scheme delivery from design through to construction and completion
Review & Assurance
Skilled in reviewing developer submissions, including specifications, method statements and traffic management proposals
Experience undertaking road safety audits and ensuring compliance with relevant standards
Stakeholder & Advisory Skills
Ability to provide clear, professional advice to developers and stakeholders, including pre-application support
Experience reviewing Transport Assessments and planning-related documentation
Leadership & Collaboration
Experience leading or supporting teams, fostering collaboration and technical development
Strong communication skills with the ability to engage across multidisciplinary environments
Skills, Qualifications & Experience
Degree or Masters in Civil Engineering, Transport Planning or a related discipline. Significant relevant experience in highways or transport planning is essential. Professional accreditation (e.g. MICE or CIHT) is desirable.
